[Goanet]Health... and transport in glamorous Goa

2005-01-25 Thread Frederick Noronha (FN)
Last evening, a local businessman had just shared with us very
enthusiastically about the potential of that new-found craze called
'medical tourism'. Obviously, the wonky conversion rate between the rupee
and foreign currencies can be leveraged to earn substantially, if you
know how to play your cards.

He compared how much an extraction of a tooth costs in the UK, and
outlined how a hotel property could be converted into a place with medical
facilities for those desiring it.

Maybe an hour later, my friend and ex-journalist colleague from Miramar,
Elston Soares, who leaves back for Singapore (where he's based) tonight,
narrated how his mum, three-year-old and he himself were down with gastro
-- even while the newspapers were playing down the situation, and making
it seem as if only a few people were affected. He narrated his tale of
woe, as he struggled with Goa's hopelessly inadequately medical system.

And we're talking about private hospitals here... forget about the Goa
Medical College!

In between, we had also exchanged opinions on how doctors sometimes turned
into businessmen once they set up their own capital-intensive hospitals,
and how sometimes frightened patients into doing tests, procedures and
operations they probably never needed in the first place.

Elston has promised to put down his travails on paper, once he gets back
to his base. Let's hope he does... one can only emphatise with him, when
a ten-day holiday home turns into a series of extended stays in hospitals!

Another e-friend, Nand Wadhwani, managed to make it from
Cavelossim to Saligao yesterday morning... after catching
as many as nine buses.
It was my mistake to assume that he wouldn't risk Goa's notorious public
transportation system, plagued as it is with both inefficiencies
compounded by a lack of information. Nand, who is based in Costa Rica, had
a story to tell of how he had to change nine buses to get across the
distance of approx 60 kms or less! This included some 'wrong' buses, since
there are hardly any maps or guidance needed in a tourist-oriented state
to guide you to your destination!

It's so badly broken, he said, referring to the public transport system.
The emphasis was on the word *broken*. For someone who has a background in
IT, Nand described the situation quite well.

I couldn't help agreeing. Most of Goa's middle-classes (and this includes
journalists) have simply seceeded from the problems this system faces.
They mostly travel on their own vehicles, whether two or four-wheelers,
and simply forget this side of 'the best state in the country'.

Just thought of sharing some pictures from the 'other side' of glamorous
Goa. Your comments would be welcome. -FN

Cornel DaCosta writes from grimy London:
I refer to the statement by Mario Goveia, 25/1/05,
This is exactly what President Bush and I stand for,
which is freedom and democracy for all...
The closeness and seeming elevation of Mario to the
most powerful man in the world, as his statement might
suggest, surely deserves some recognition on
Goanet, even if most posts have been anti the Mario
line. If credit is indeed due to Mario, for being
propelled upwards, let us not hesitate for a
moment longer to give it please!

I for one, am bracing myself for any possible
invective/vitriol, despite my best intentions.

Mario replies:
Cornel, first let me acknowledge with appreciation
that you finally let slip a surname. I thought you
wanted to be known by just one name like the Brazilian
soccer players. Or like my other adversary/buddy,
Goenkarboy, who hides his identity behind a nom de
plume. Very mysterious and also very curious.

However, you disappoint me, bro. Please come out from
under the table. When was the last time I hurled any
invective/vitriol at you, even when you well deserved
it? I thought we had declared a cease-fire long ago.
Did you forget? And, I'm proud to take on all my
adversaries single-handedly. It's the least I can do
when my young countrymen are voluntarily shedding
their blood to bring freedom and democracy to 50
million Muslims previously brutalized by Muslim
dictators. You remember the Sticks and stones...
ditty, don't you?

Anyway, thank you for noticing that President Bush and
I are on the same page, though I thought that was
pretty obvious by now. This is America, man. Not the
UK. Obviously you and Tony Blair are not on the same
page. Thank God.

I wish we could meet sometime when I could show you
the personalized Christmas Card that many of us got
from the President, the one that confounded his
secular critics because he was the first US president
in history who used a passage from Scripture in his
official card. And the subsequent letter to thank me
for helping get him re-elected, which got me on Haroon
Siddiquis verbal-bomb target list. You remember,
Haroon Siddiqui is the gutless jihadi who masquerades
as a Canadian journalist for the anti-American Toronto
Star and throws verbal bombs before running and hiding
under his desk. Some of our Goan-Canucks, Mervyn Lobo
and Bosco D'Mello, love this guy because they think
he's a real journalist. I think he's a patronizing
and sanctimonious propagandist myself.

Bosco has an interesting theory. Apparently one can
vilify America, demonize its leaders, hurl ad hominem
insults at them, attack its core values, insult its
entire electorate, and yet, be somehow pro-American.
Wow! I think President Bush answered this one in his
speech on 9/14/2001 when he said, You are either with
us, or you are with the terrorists. Sorry, Bosco,
that's how 52% of us feel, at least on this one issue,
right from the top, take it or leave it. Many of the
remaining 48% feel the same as well, but think they
have a better plan on what to do.

You can fulminate all you like from the safety of the
UK or Canada, both probably one mis-step from having
their own versions of 9/11, but you cannot have it
both ways, not after 9/11, not if you're American,
Brit, Canadian or anyone else. That does not mean you
cannot say what you like as loudly as you like as
often as you like. You may not even be anti-American.
You just cannot be considered pro-American.

See, Cornel? I wasn't vitriolic towards you at all
now, was I?

Goa Children's Art to Aid
Tsunami Survivors
Students Aged 5-14 Invited To Participate,
Paintings Will Be Shown in New York
PORVORIM, Jan. 25: Schoolchildren from Goa who were deeply moved by the
recent tsunami disaster are invited to join a painting session to be held
at the Bal Bhavan, Panaji, from 10 a.m. to 12 noon on Sunday, January 30. A
similar session was held at the Dona Leonor Rangel-Ribeiro High School,
ACDIL, Alto Porvorim, on January 23.

The painting sessions are being sponsored by SARAR International, a
nonprofit organization based in New York; SARAR is planning to exhibit a
selection of children's drawings from Goa, to help raise funds for the
relief and rehabilitation effort.

Dr. Lyra Srinivasan, the founder of SARAR International who is currently on
a brief visit to our state, believes that the children of Goa could make an
invaluable contribution to this humanitarian effort through their drawings
of different aspects of the tragedy.

Parents who would like their children to be involved are asked to bring
them to Bal Bhavan well before 10 a.m. on Sunday, January 30. Participants
should be between 5 and 14 years old; parents and art teachers will be
permitted to provide advice and encouragement. Children who show up will be
provided with paper but should bring their own drawing materials including
paints and brushes. Children who turn in completed paintings will sign
them, and will be awarded a colourful certificate of participation. All the
paintings will be taken back to New York where a panel of artists will
choose the best to be displayed at the exhibit.

Dr. Srinivasan, a native of Porvorim now settled in the United States, has
had a long association with social causes in Goa and other parts of the
world, working in close partnership with her sisters, the late Dr. Camila
da Costa of Porvorim, and the late Leonor Rangel-Ribeiro of Miramar,
founder of ACDIL.

The activities are being coordinated by noted Mapusa artist Rajendra

 Sir,

After Mr S K Sinha took over as Flag Officer
Commanding Goa Area on 16.4.2004 he had kindly
announced in July 2004 that the Navy has permitted
(albeit with security considerations) the visit to the
Island and celebration of the Feast of Our Lady of
Springs (Nossa Senhora de Brotas) on 2nd February, at
Anjediv Island (near Karwar) off the coast of Canacona
Goa as per the agreed terms of transfer of island by
the Govt of Goa. This news was welcome by all and
 sundry.

This year too the customary Feast will be celebrated
 on 2nd February, 2004

As per a communique from the Archdiocese of Goa
Daman, dated 15.1.2005, to Station Commander Sea
Bird, this year it is decided that two masses will
be held one at 1000 hrs and the other at 1300 hrs to
regulate the crowd participating in the Feast.

However it is noted as per reports on the local
(Karwar) Kannada daily dated 23.1.2005 and confirmed
by this writer that one Mr Pramod Mutalik General
Secretary Vishwa Hindu Parishad South India has once
again threatened to prevent conduct of the Feast on
 this Island.

On an earlier ocassion too on 21.10.2004 on the eve of
Dusserha he had threatened to enter the island and
conduct religious rites at an ancient temple believed
to be on the Island but this move was averted due to
the timely intervention of the District Magistrate
 Karwar and the Navy

It may be noted that until 1987 the Island was in the
revenue taluka of Canacona Goa and the only Feasts
celebrated by the people of Goa and attended by the
people of Binaga and Karwar were the above Feast and
the Feast of St Francis de Assisi on 4th October.

Therefore the attempts of the VHP to disrupt the
festivities is uncalled for and needs to be put on
 check.

It may be recalled that the BJP led Goa Government had
donated Rs 25,000 to the repairs of this Church and
also ensured the smooth conduct of the Feasts in the
 past years.

Therefore the devoutees feel that the State machinery
both in Karnataka Goa and the Defence Ministry and
Home Ministry Govt of Goa should take all necessary
steps to ensure the smooth conduct of the customary
Feast and ensure the safety of all those visiting from
 Goa.

The sacred Constitution of India provides for a
secular democratic society and therefore any attempts
to create a law and order situation should be nipped
 in the bud.

The people of Goa who have maintained a tolerance
towards all communities will not be cowed down by such
threats . This year they have promised to attend in
large numbers as they are delighted that the Sea Bird
authorities at its own cost have now (18th May, 2004
repaired the Church and restored it to its pristine
glory to the satisfaction of all.

Headline: Air One, new budget airline, to fly from May
Source: Rediff.com. January 25, 2005 15:59 IST at
http://inhome.rediff.com/money/2005/jan/25airone.htm

Full text:
Air One plans to launch services from May to link cities on India's western
coast and is positioning itself as a clear differentiator in the low cost
airline market.

Air One, promoted by former Indian Airlines officials and headed by an
entrepreneur, will fly 50-seater Brazilian Embraer ERJ jets, linking small
towns to major cities, but will avoid the highly competitive trunk routes.

The Bangalore-based Air One has raised Rs 14 crore (Rs 140 million) as
equity, with investors from Kerala and Mangalore, besides a few non-resident
indians, Air One chairman and managing director J W Lobo said.

He said the airline is holding talks with institutions to raise additional
capital for the over Rs 20 crore (Rs 200 million) it plans to invest in the
operations.

Lobo said Air One would be targeting the full fare paying business commuters
and offer reduced rates under 'visiting friends and relatives' fare
category, aimed at individuals.

Air One plans to sell a majority of its tickets, paid in advance by
passengers on the Internet, replicating the success of India's first budget
airline Air Deccan, which does not offer credit even to its travel agents.

Lobo said Air One will begin with one leased aircraft and by the year-end
plans to fly five Embraer jets in the country. We are not competing with
any one. There is a niche market, which can be tapped, Lobo said.

two countries we Yanks would die to defend without
thinking twice about it. I think the US has not been
adventurous enough. In Rwanda, Sudan, Ethiopia,
Sierra Leone, Liberia, we should have been very
aggressive not just adventurous.

If you are talking about the new US policy of seeking
out and supporting liberty around the world, why would
a Brit like you be concerned, unless you have a
problem with encouraging freedom and liberty?

The only countries that need to be concerned are those
who oppress their own people, have no intentions of
giving them more liberty, and are a menace to their
neighbors. The US has often been forced to intervene,
without it being official policy. The difference is
that Bush has taken it to another, more proactive
level.

The US has always provided immediate aid when Mother
Nature is on the attack. Why should the aid be
restricted only to Mother Nature's attacks and not
when people are being attacked by others?

Does anyone with half a brain dispute the fact that
there will be more world peace and more free trade and
prosperity the more countries there are where liberty
prevails for all the citizens?

Because of the realities of Cold War geopolitics the
US has dealt with several right wing dictatorships
over the years because of the the enemy of my enemy
is my friend kind of theory. The Cold War is now
officially over, and President Bush is going to up the
ante with our friends as well. Egypt and Saudi Arabia
and Pakistan are prime examples.

That being said, this is a long-term policy, no one is
going to go nuts overnight, common sense priorities
will prevail, force will continue to be the last
option, we are not going to destabilize a Musharraf if
the alternative worse, like some al Qaeda jihadi who
believes as Abu Musab al Zarqawi does that democracy
is evil. How would that make any sense? Freedom and
democracy in Iraq and Afghanistan will soon speak for
itself, in a region that has never experienced such
exhiliration. Why do you think the jihadis are
committing suicide and fighting to the death? They
can't stand the thought that they will no longer be
able to brutalize people at will.

If Iran wants a home grown internal revolution against
the brutal repression of the Mullahs, so much the
better. The US hopes that there are more countries
that feel that way. Saves us the trouble and the
expense. In Kuwait we kicked Iraq out, then went
home. In Germany and Japan we had to rebuild what we
had broken. Now they are our friends and allies.

No one of goodwill who believes that people deserve to
live free has anything to worry about. If you believe
otherwise, you should be very concerned.

give freedom and democracy to minds held captive by a
warped sense of reality. That caused a
communications issue, because we obviously disagree on
what constitutes a warped sense of reality.

Maybe you are expressing a personal not professional
view when you seem to believe 100% of what the
environmental activists say, whose minds are captive
to at least a partially warped sense of reality in the
light of all the complex and contradictory evidence
that exists, and you also seem to oppose the reality
of the situation in Iraq, where the US is trying to
help 80% of the population to be free and get the 35
year old Baathist yoke off their necks.

RIVER PRINCESS TO GO: Tourism Minister Matanhy Saldanha announced on
January 24 that the UK-based company Cross-Chem International Limited had
been awarded the tender for the removal of MV River Princess. Saldanha
noted, It was the mandate of the people that the River Princess must go and
we have worked in that direction. CrossChem had been awarded the contract
and is required to remove the stranded vessel within 110 days staring 24
January. The main clause of the contract is that the ship must go and it
has to be floated and taken. The contract is on a 'no cure, no pay' basis,
Saldanha said. CrossChem has deposited a sum of Rs.1 crore as a bank
guarantee and would stand to lose the same if they failed to complete the
task. If the vessel is successfully salvaged, the company will pay a sum of
Rs.85.41 to the owner, he said. The Chief Minister said that the salvagers
would first have to patch up the holes, refloat the ship and then dredge a
channel to remove it from its present location. (GT)

SALGAOCAR FILES PLEA IN HC: Salgaocar Mining Industries Private Limited, the
original charterer of River Princess was quick to react to the government'
s move to award the tender by filing a writ petition before the Bombay High
Court at Panaji. The petition prayed for a stay on the removal of the vessel
in the wake of the Gomantak Times reported dated 19 January. It termed the
government decision as malafide, a well-guarded secret and lacking in
transparency. (GT)

GOA IS THE BEST: Chief Minister Manohar Parrikar on January 24 claimed that
the financial position of the State was sound and that it had been able to
reduce its debt by an impressive 9 percentage points of Gross State Domestic
Product between 1997 and 2002. Parrikar produced copies of 'A study of debt
sustainability' by the Reserve Bank of India to substantiate his claim. (GT)

COP SHOOTS SELF: A 24-year-old police constable, Sajan Dasu Vaghurmekar,
committed suicide by shooting himself with his service rifle near the All
India Radio transmitter centre, Bambolim, on January 24 morning. A suicide
note found in his trousers stated that he was taking the drastic step since
he was disillusioned with lire and that nobody should be held responsible
for his death. He also stated that all his property should go to his mother,
and in the event of her death, to his uncle Tulshidas Naik. (GT)

FOG IN THE 'LAND OF THE SUN': Dense fog created havoc at Dabolim
International Airport where flights waiting to take off were grounded and
those wanting to land were kept in holding, over the past two days.
According to reliable sources, at least two early morning charter flights
had their take-off delayed by at least two hours due to poor visibility.
(GT)

NUVEM OPPOSES INCLUSION IN MPDA: Tucked away on the Margao-Panaji highway
and witness to frequent traffic jams, Nuvem village has been in the news for
steadfastly opposing its inclusion in the Margao Planning and Development
Authority. It forms a part of those panchayats in Salcette, 18 in number,
who have formed a united front to maintain their identity - and, in effect,
withstand all efforts to dissolve them into the MPDA. (GT)

ONE ARRESTED: Maina Curtorim police arrested a labourer, Jose Borges (27),
from Nuvem, for allegedly outraging the modesty of a young lass by
trespassing her house at Anos in Nuvem. (H)

REPUBLIC DAY CELEBRATIONS: Goa will join the rest of the country in
celebrating India's Republic Day on 26 January. The main function will be
held at Parade Ground, Campal, Panaji, when the Governor, SC Jamir, will
unfurl the National Flag and give the National salute. He will review the
parade and present President Medals to outstanding personalities at 8.45 am.
Functions will also be organized at Fatorda and Kranti Maidan, Ponda. (GT)

INOX PROVES SUCCESSFUL: The INOX draws an average of 3,000 viewers daily
which goes upto 3,500 on weekends. For Goans, 24 shows are screened daily in
the multiplex which has a capacity of 1,200 plus seats. At any given time,
only 4 per cent of the total crowd comprises of tourists while the balance
is overwhelmingly Goan. Judging the response so far, we are on the right
track and our efforts will definitely turn successful, says Rajan Singh,
the marketing manager. The daily collection at the multiplex is a whopping
Rs.2 lakh. (GT)

[Goanet]Minority education bill, who will benefit?

2005-01-25 Thread Sachin Phadte
I would like to thank Thalmann Pereira for posting the article on the above
subject. The author of the article, K K Ragesh, has cogently argued the
pitfalls of the proposed legislation. It seems to me that the organisation
that Ragesh represents, namely the Students Federation of India, is well
headed.

The problem has been compounded by a recent ruling of the Supreme Court
that a minority institution should have minimum 50% of its students from
the community other than the one the management represents. Under the
circumstances, the institution is not really obliged to take even a single
member of the minority community. In fact, it can admit only Hindus and
still maintain the Supreme Court ruling.

The ruling came when the BJP-led NDA government was in power, and the
government pleaders argued in favour of what the Supreme Court finally
decided. I wonder if there was a sinister programme of the BJP to dilute
the benefits of these institutes to the people who are really deserving,
and so take forward their communal agenda. I also wonder why the
managements of the minority institutions did not vociferously argue that
the the obligation should actually be that minimum 50% of the students
should be from the minority community that runs the institute.

Subject: [Goanet]goan catholics - who are they ?

many MRGs i.e. non resident goans who come to goa on holiday during
the christmas season from the u.k. and canada ask me the same quesion:
who were we , before we became catholics.
the answer is: a minority of todays catholics has a hindu ancestor(
non twice born hindus, the brahmins having left the area with idols
in their hands ) who lived in the velhas conquistas i.e. ilhas,
bardez, salcete and mormugao at the time of the portuguese conquest.
( original gaumkares ? )
the majority of the goan catholics are, however, descended from the
non twice born hindus who had made a decision , for better or for
worse, to leave their homes and settle down in the velhas conquistas
. this migration took place in the 17th century.
it could be unequivocably said that by the end of the 17 th century,
the population of the velhas conquistas was 99.9% catholic
from 18th century onwards more hindus started migrating to velhas
conquistas but they did not have to change religio n as the
portuguese has lost the zeal for conversion and more because they
were being constantly harassed by the british, dutch and french
navies in the indian ocean. the portuguese were so busy trying to
safeguard their profitable trade in spices that they had no time to
get involved in the missionaries' cause.
but why did the hindus who later became catholics migrate to velhas
conquistas in the 17th century and hindus who remained hindus from
the 18th century onwards did the same ?
the answer is simple.- for economic reasons. in the 17th and 18th
centuries lisbon ( in smaller scale, though ) was what today new york
is, a commercial captital of the then known world. but the prosperity
of lisbon depended upon their golden emporium in the east i.e. goa.
as the old saying goes : ' if one had seen old goa, there was no need
to see lisbon '
now the time has come for us to pay tribute to our distant ancestor,
a humble hindu ( say, from somewhere near the sanquelim area ) who
made that difficult decision to move to velhas conquistas in order
to provide decent support to his family members but also to escape
the manusmriti prescribed indignities which were his lot, from the
womb to the tomb.
i simply shudder to think of my fate, had my hindu ancestor decided
to stay put in sanquelim area.
his descendants gradually improved their lot and he has teachers,
doctors, lawyers, priests, engineers, IT professionals, etc., to
honour his memory not to speak of thick wallet carrying shippees,
gulfees, and NRI s.

These are you (Mervyn), a committed anti-American left-winger, Haroon
Siddiqui, an anti-American left-wing columnist in the anti-American left-
wing Toronto Star, and some anti-American guy who wrote a Letter to the
Editor in the anti-American left-wing Toronto Globe Mail.

RESPONSE: Marioon the flip-side you are a committed American patriot who can
see the world the way only you can see it.you are blinded to every other
view!! I'm certain...you've done a fair amount of research on Haroon Siddiqui
(other than suggesting he is related to Tariq).and would hope somebody from
the press like Eugene Correia can tell you more about him. I think he manages
the Editorial space on Toronto Star and I'm glad he did not dignify you with a
response.something that many Goanetters have.

If you had taken the time to read Haroon Siddiqui's screed in the anti-
American left-wing Toronto Star you would know he was doing a lot more than
politely expressing his doubts about the programs of President Bush,

RESPONSE: So the editorials in leading US newspapers and other media are
'polite' is expressing their views in rebutting Presidential policies ??
Yawn-yawn !!

whom you continue to try to insult by calling him Georgie. Haroon Siddiqui
not only insulted President Bush but the entire US electorate.

RESPONSE: And what do Leno, Letterman, Stewart and the rest do every night ?? I
guess they too insult the Prez and the entire US electorate by potraying the
Prez as a(choose your adjective here).have you tried writing to Leno
?

I'm sure you know this, but I'll repeat it nonetheless.there are millions of
Canadians who loathe Dubya just like the Canadian Conservatives that loathe the
Liberal Canadian PM.but that does not make them anti-American nor
anti-Canadianget my drift !!

Similarly when people oppose your point of view on US involvement in Iraq it
does not mean they oppose democracy and liberation for Iraqis.a point you
have repeatedly made for the last 3 months. All you have done is repeat yourself
ad nauseaum over and over and over again..on this issue. You've lost
credibility albeit you make a good effort to articulate yourself.

Millions of Americans voted Dubya for Prez.again.
Millions of Americans have given Dubya the lowest rating of any Prez (in
history) at the time of his inaugration ?

Do you consider the second group of Americans as being anti-Americans because
they hold a view other than one of their divine leader ??

Whatever you choose as your answer will end this discussion thread.

Best wishes - Bosco

[Goanet]Goan Catholics - who are they ?

2005-01-25 Thread Gilbert Lawrence
GL responds:
Good article!

As I study the post, I wondered how this explanation ties in with the
caste of the Catholic Goans after their conversion.
Would you say that the majority of Goan Catholics were non-Brahmins and
non-Chardo (non-twice born)? How does the demographic distribution of
Goans by caste of say 19th and 20th century Goans compare to the
demographic distribution of the 17th and 18th century Goans? Thanks for
the response.

Antonio Menezes:

Many NRGs i.e. non resident Goans who come to Goa on holiday during the
Christmas season from the U.K. and Canada ask: who were we, before we

Answer: A minority of today's Catholics has a Hindu ancestor (non twice
born Hindus, the Brahmins having left the area with idols in their
hands) who lived in the Velha conquistas i.e. Ilhas, Bardez, Salcete and
mormugao at the time of the Portuguese conquest. (original gaumkares)

twice born Hindus who had made a decision, for better or for worse, to
leave their homes and settle down in the Velha conquistas. This
migration took place in the 17th century.

the population of the Velha conquistas was 99.9% catholic

from 18th century onwards more Hindus started migrating to Velha
conquistas but they did not have to change religion as the Portuguese
has lost the zeal for conversion and more because they were being
constantly harassed by the British, Dutch and French navies in the
Indian ocean. the Portuguese were so busy trying to safeguard their
profitable trade in spices that they had no time to get involved in the
missionaries' cause.

But why did the Hindus who later became Catholics migrate to Velha
conquistas in the 17th century and Hindus who remained Hindus from the
18th century onwards did the same?

The answer is simple: for economic reasons. in the 17th and 18th
