[Goanet] Congress want Mumbai to come to standstill.

The way discussion went in Lok Sabha to day Tuesday 4th May 2010 it look like 
Congress want Mumbai to be paralyzed. 

The issue was raised on Friday and Central Govt. and Railway Minister are aware 
of the situation and Strike notice. 

Main issue as said by Sanjay Nirupam is Motarman want that they should be given 
overtime if the duty hours exceeded beyond stipulated time of 6/8 hours. As 
many of them work for almost 12 to 18 hours some times on a particular day. 

As every one concerned were aware of this issue, State Govt. nor Railway 
Authority has taken any steps for last few days. 
Implementing ESMA may jeopardize the situation.

AT the release function, several tiatrists were agitated over the fact
that someone calling himself JoeGoaUK on the internet has been posting
Konkani CDs and snippets of tiatrs on the internet, apparently without
any permission from either the tiatrists or those who have brought the
CDs. Which is clearly a violation of copyright laws. But Fredrick
Noronha, in a signed edit-page article in the Herald issue dated April
28, 2010 has rushed to the defence of JoeGoaUK claiming that Joe's
photographs and videos are motivated by the desire to make the work of
Goan artists more visible globally. Never mind that JoeGoaUK insists
on being anonymous, so nobody can even sue him.

Which is the crux of the issue. We have no problems with comments or
criticism, even if they are often vicious. But let those who make
these postings identify themselves and accept accountability. I have
myself been the victim of extremely nasty postings on the internet.
But when a proposal came up for taking legal action against the blog
called penpricks, I objected saying that it would be unfair to do this
because we must be willing to accept criticism.

The difference between the internet and the print media is that there
is no accountability on the internet. On the other hand, if I make any
allegations against Frederick Noronha or anyone else in the print
media I am liable to be hauled up for defamation. I have always
accepted responsibility for all my views unlike Fredrick Noronha who
has most of the time sought to make insinuations against people under
the cowardly mask of anonymity. I believe that there should be a
regulator to ensure that people do not make anonymous irresponsible
comments on the internet.

I was under the impression that by posting Konkani CDs and snippets of
tiatrs on the internet, was intended to boost sales and not otherwise.
It was always the practice to show 'trailers' of comming movies in the
movie theatres, the intention was to promote and not to hurt the
ticket sale. As long as the CDs are not downloadable, there should be
no problem, or is there?

My comments:

About 'Standoff. tiatr today.

The latest reference material used for the book named:'Standoff to the
curtain: challenges facing the tiatr today'  dates way back to 2003.
When I brought this to the attention of the author, Rafael, he
responded that The situation is worse now.The Tiatr Academy hopes to
remedy it through one of the schemes that would substantially support/
encourage a tiatr by a  'village' [waddo].
I do not know how far this is true.

But it is our tendency to speak against anyone who simply wants to do
something good, spend time and effort etc in doing it. I have gained
much from the contribution of these gentlemen refered by Augusto.  And
I feel they have all the good intentions, nothing more.

[Goanet] Deccan Herald interview

Dear Teo,

Thanks for admitting to a very poor article / your interview in the Deccan 
Herald.  You have ducked the issue; which is the link and relation of SFX with 
the Inquisition; which was made in the interview by you and the interviewer.

Below, you make a good point about the criminal justice system in England at 
the time when the Iberians had Inquisition.  This is an important point. 
Perhaps you and others should do a bit of comparative reading of the practices 
of the justice systems of the period, starting with reading the Goanet archives.

One will find a lot of sordid events in the Tower of London and other British 
castles which are full of accounts of arbitrary and brutal punishments 
including immersion in hot oil, beheading of enemies or perceived enemies of 
the state and / or the king. As I have written about this (comparative criminal 
justice during the period) on Goanet, I will not repeat it.  The archives  will 
also show the state of prisons and punishment during the same period in India 
- both Muslim and Hindu kingdoms. I would appreciate if future interviews and 
write-ups on the Inquisition by you and other writers provided this 
background.  Thanks for reminding us of this valid point 

We cannot repeatedly blame others for THEIR misrepresentations or not 
appreciating the authors' bias. This issue regarding you has come up on Goanet 
in the past. At some point we have to take responsibility for our slant and 
/ or phraseology.  Many Goans, me included, have great respect for you, and yet 
find your bias bordering on misrepresentations.  And MANY have told you so 
directly and on the net.

Might I venture an opinion, after some fairly extensive reading occasioned by 
an editing job I was asked to do involving historical writing:

The link between Xavier's encouragement of inquisitorial policy in India and 
the time of his departure and eventual demise may be quite unaffected by the 
time dimension. Xavier was basically an Administrator (Provincial Superior) in 
Goa, and his recommendations (right down to his marginal notes) would have been 
been the signposts for decision-makers in Rome, Lisbon and Goa for at least 
half a century after his death. 

I think that Xavier earned his spurs as a Missionary for his work with the 
'pearl divers'. He probably despised the Goa 'desk work', and was gone 'beyond 
the horizon' at every possible opportunity. I should say he was mistaken in his 
somewhat jaundiced view of Indian Culture, and in his greater appreciation of 
Japanese; but he was acting under the prevailing zeitgeist of his time. Making 
a saint of him did not confer infallibility, or even 'objectivity'---but 
despite all that he was still a very great person.

In respect to the work of Dr. Theotonio De Souza, he has fully demonstrated his 
committment to objective thinking in the historical context. I think that he is 
doing the right thing in his careful analysis of very complex processes, now in 
danger of being enveloped in the mists of time. But we must not expect 
infallibility or total objectivity from him either. He has a difficult job to 
do, and he's doing it as best he can.

Pop stars and Yoga gurus have their own formula. About a fortnight ago, Goa's 
most popular entertainer for over a generation, architect Remo Fernandes 
suggested at Margao that Goa's politicians need to be dumped if the State 
is to be saved. Speaking at a news conference in Panjim, Yoga guru Baba 
Ramdev went further. He sought the death penalty for the corrupt.
Every one, even  politicians and officials, will agree that corruption is 
perhaps India's (and, by extension, Goa's) most severe problem of our times. 
By the very leakages it causes, it emasculates development, squeezes the 
poor, and distorts our priorities big-time. In addition, it demoralises the 
honest, and warps our political process, besides effectively bringing the 
worst to the top.
But is the Remo and Ramdev approach right? Our controversial politicians 
(most of the 'winners') and officialdom (there are some honest officials, 
but it becomes tough to survive) are not born bereft of the honesty gene. We 
need to ask ourselves what makes them turn out that way, and, more 
importantly, whether we too would behave like them if we occupied their very 
place.
Something is drastically wrong with a system that places profit before 
people, corruption ahead of crusades, and prefers dishonesty to do-goodism. 
In part, the lack of inner-party democracy in most of our political 
institutions is also to blame. So is the belief that we can take on a legal 
and other infrastructure built with a colonial intent, and run a democracy 
with it.
Recent times have seen attempts to clean-up the system. Right to Information 
Acts are a clear recognition that things have gone too far, and governance 
needs to be both accountable and kept in check.  Both Goa, since 1997, and 
entire India, since 2005, have had such laws.  But in Goa's case itself, we 
have seen how the law was short-circuited over time, regardless of which 
party ruled Goa, Congress or BJP.
Much more needs to be done on this front. A laid-back citizenry, a scheming 
officialdom and interfering politicians is not a good-enough combination, 
and can together distort the functioning of the best of such laws.
Besides keeping governance transparent, what is needed is for politicians to 
be accountable for every decision they take, or even influence. The 'oral 
orders' syndrome needs to be checked.
Rather than just changing the faces-or the necks (if the take the hang 
them suggestion seriously) -- of those involved in corruption, what we 
really need is systemic changes that work for the citizen. In Goa's case, 
merely asking for 'special status' is not enough. We need to first decide 
what is needed-perhaps development that benefits the citizen, and doesn't 
harm the ecology-and then find the ways of reaching there.

Labour dignity
One unusual message that came up on Labour Day weekend this year was by way 
of an advertisement in the local media. It read: Let's strive to work 
together with a healthy respect for all kinds of work.
Indeed. Many of Goa's woes stem from the shyness, or reluctance, to take on 
demeaning work. Some kind of work is seen to be below the dignity, 
specially to us Goans; the dirty-work is best left to the migrant poor.
Strangely, when the out-migration virus gets into us, we are willing to take 
on any kind of job overseas. Is it because nobody knows us there, and our 
misplaced sense of shame vanishes? Or is it because the payment levels are 
simply better?
Talking about which, it would certainly help if work which was seen as 
traditionally demeaning drew better payment rates. Secondly, jobs which 
call for a lot of physical labour could be made less demanding on the 
worker; if we complain of an acute lack of coconut-pluckers these days, why 
hasn't our society been investing more in say equipment that makes climbing 
the tree easier and safer? Lastly, we need a change in mental attitudes; no 
more are we living in semi-feudal times, where certain jobs were pushed onto 
the weaker sections; to ensure that low caste and poor-paying work doesn't 
go hand in hand, skills upgradation and wider access to education is a must.





COMMENTS:

Every second person who is genuinely hurt by the way we are governed in 
India, more specifically in GOA, likes to take pot shots at politicians and 
the way they govern as if this breed will take heed and mend their ways. 
They say, and it is true,  that the skins of politicians will put to shame 
the elephants, so thick they are. Power gets to a person's head once elected 
and they believe that they can do anything and everything, above or below 
the table when they rule the roost.


This editorial has actually taken pot shots at both the Pop Star and the 
Yoga Guru. It is very easy to say Drown all politicians in the sea. Two 
things happen.  (1) You are hitting the sensitive spots in the people who 
are hurting inside and gain their sympathy, and (2) You are in the 
lime-light again for being bold to say

Science says that our universe was caused by an eruption of great magnitude in
the solar system and this has been so far universally accepted, since then our
planet has gone through the changes of evolution, from the first, one cell
protozoa to the complex human being of today. As the evolution process went on,
the face of this planet also changed, as evolution was the cause of life on
earth, there were different factors that contributed to the changing face of
this earth. The major factors being erosion by sea and wind, eruption of
volcanoes and the changes in weather, heat, cold and storms. All these factors
where natural occurrences. Till then all was going according to natures plan.

 

Today man has become so obsessed with his ingenuity that he fails to see beyond
the tip of his own nose, man's greed has so overwhelmed his senses that he is
become the victim of his own gluttony. Man in his infinite wisdom has failed to
perceive the doom that awaits him. We have been reading a lot about global
worming and the rising water levels, but still fail to fathom the magnanimity of
the issue. It is man the ultimate and the most superior creation of God and
nature that is responsible for all the evil that has besieged planet earth.

 

The green revolutionaries and the environmentalists have been upping the ante
but to no avail, toxic emissions are the order of the day, increasing it's
deadly density by the hour, disappearance of forests world wide have further
contributed to the agony. Man is only looking for answers without trying to stop
contributing to the destructive cause. Very soon man will be fighting for his
very own survival, with his back to the wall.

 

Goa a very small entity, though a mere speck on the world front, has been
contributing unabashed to the degradation of our nature and our environment in a
profound manner. Goa's once proud green forests are fast disappearing, hill
cutting is rampant, excessive, illegal and open cast mining is thriving, mining
rejects and dust silting our river beds, polluting the river and threatening
it's natural flow of water. Although alarm bell have been sounded by various
organizations our Government and our bureaucracy seem to have gone deaf, dumb
and blind.

 

All of a sudden today, the Goa Government has got up from it's Kumbkaran sleep
and is worried about the erosion of Goa's coastline, although more erosion has
been caused by the man-made factors rather than by the natural phenomena's.
Today Goa is on the brink of an environmental disaster due to it's excessive and
open cast mining, hill cutting and land filling which have been intensified
inexorably and due to the silting of our river beds, but our Government has
shown no desire to act against the destructive forces but rather encouraged the
destruction by it's lackluster attitude towards the environment.

 

The CRZ has been active for a very long time and has been the cause of sleepless
nights for a lot of coastal Goans. The Government has done it's best to curb the
freedom of coastal Goans in order to facilitate the billion dollar hotel
industry. After a couple of decades after the CRZ notification the Government
has now realized the fact about Goa's eroding coastline. All this while the
Government was busy in finding ways and means to expand the Tourism industry
without ever trying to preserve it's most valuable asset, the coastline.

 

Coastlines have been eroding from time immemorial, this phenomena is not new,
whereas most countries have been protecting their coastline, our government has
not only failed to protect but helped to erode it further. Year after year we
have been hearing of the same old stories about washed up and eroded beaches and
waterfronts during the rainy seasons. Last year itself there were pictures of
the heavy erosion of the Betalbatim and a couple of other beaches. These were
just a few places but there have been many other places that have been hit even
worse. What exactly has our Government done to prevent it's reoccurrence this
rainy season ? Or will coastal Goans have to go through the same acrimony and
risk to human life, this rainy season too ? Goa government has approached the
centre with a begging bowl for funds to protect our coastline at the twelfth
hour. Why did the Goa Government not show any interest to this major issue
during the last ten months ?  

 

Our tax payers money should be judiciously used in the protection, preservation
and development of our beautiful beaches and our coastline and not spent on our
high flying Ministers and their vulgar, ostentatious lifestyles and their
fancies. The dividends of a good tourism policy are invariably very high, and
our Government has to tap the recourses that attract tourism in the first place.
Preservation and protection of our beaches and our coastline should be a
priority of the Goa Government.

[Goanet] In defence of JOEGOAUK

I've always been a fan of Goan Observer, the magazine and yes, also of Rajan 
Narayan, despite what one hears of him in Goa. But this week, I am inclined to 
change my opinion for this is what he wrote in the editorial page of Goan 
Observer.

Fredrick Noronha used the editorial page of the Herald to defend himself and 
other inter-nutters for violating copyright laws

Maybe Rajan Narayan should get to know the people he accuses of being 
inter-nutters for JoeGoaUK is hardly a nutter. I understand Frederick Noronha 
and Rajan Narayan share a long history but in Rajan's haste to take pot-shots 
at Frederick, it is sad he didn't care if he had collateral damage. Before he 
accuses people of copyright law infringement, he should shore up on what 
copyright infringement is. 

And what about these tiatrists who are all bent out of shape about JoeGoaUK 
giving them some free publicity. There was a time when anyone could hear their 
songs on the radio and even record them for free on small cassette records if 
they liked them. They could make copies of this recording if they wished and 
send it abroad to their friends and relatives who didn't get to hear Konkani 
music where they lived. 

Those were the days before our tiatrists got to hear about copyright and CDs 
and putting commercial interests ahead of their artistic integrity. Those 
carefree days are gone now and we are so eager to accuse people of stealing 
from us, even people who are only trying to help us.

Shame on us Goans. We are so good at writing obituaries when someone dies but 
while someone is alive, all we can think of is, defaming them, criticising them 
and stabbing them in the back. If I read one more glowing obituary written 
about some great Goan, I will know only one thing. That while he lived, no 
doubt he endured nothing but ridicule.

Thanks for corroborating that there is no evidence of SFX directly responsible 
/ caused the Inquisition to be brought to Goa.  The decision to introduce the 
Inquisition to Goa in 1560 was made by the king in Lisboa, long after SFX left 
Goa and died.  As Teo rightly claims (see below) Inquisition was essentially a 
political institution for disciplining all colonial subjects.

If SFX insisted on the Inquisition, he would have stayed in Goa in colonial 
comfort, and spent his career lobbying for the Inquisition.  Yet, SFX moved on 
to more important things.  In fact if the Inquisition was SFX's idea, 
that thought would / should have died with him.

You are claiming that really it was 'devoted associates' of Xavier and Ignatius 
in Rome and Lisboa that lobbied for the Inquisition in Goa. To the best of my 
knowledge neither of these two men had much of a following in Lisboa pre-1560.  
And why would Rome want Inquisition in Goa? (see Teo's reason for the 
Inquisition)

No one really cares for what you suspect.  Please post the hard evidence to 
support your hypothesis. This includes names of individuals and their 
associations with SFX on one hand and Lisboa on the other. Or else what you 
write may be an example of English hubris and speculation. 

BTW, looks like you are English / Irish. What did the English and Scottish 
kings do / use to discipline their subjects during similar period?  And did 
Rome, Xavier and / or Ignatius have any influence of what went on in England?

The post appended below is not very intellectually honest. There is nothing in 
the answers provided by Teotoniobab in the interview that can be considered a 
misrepresentation. The only thing that is wrong with the interview as published 
is its inappropriate title. The burden of justifying the accusations against 
the historian Teotonio D'Souza rests on his accusers. So Gilbert should point 
out which quotes in the answers provided by Teotoniobab are biased or 
bordering on misrepresentations, and give us evidence as to how Gilbert knows 
what he says to be true. Mere assertions made by a non-historian who has simply 
read something somewhere cannot be taken seriously. Indeed, if we are talking 
about biases we also need to know the biases of Gilbert's sources. In fact, we 
need to know whether they are real scholarly historical sources in the first 
place. So tell us, what are the sources that Gilbert relies on for his 
knowledge of Goan history?

Those of us who are interested in genuine history for its own sake are as  
opposed to sanitization of history as we are of its politicization and 
communalization.

Remo rightly wants to dump all the 40 Goan MLAs into the sea. The corollary: 
Next elections we must have all new MLAs. To this, Soter D’Souza has raised a 
pertinent question: Will new ones be any better? Some may say “why be 
negative?” or “why put the cart before the horse?” But the history seems to 
back Soter’s worry.
 
Why are all MLAs bad? Answer lies in the electoral win-ability theorem, which 
says:
 
0.50% of GOAN VOTERS is greater than RAPE OF WHOLE GOA
 
The derivation: There are 40 constituencies and one-third population is 
children, who cannot vote. Therefore each constituency has 1.68% Goans in its 
voter list. On an average 60% people cast votes. Of this, winner needs to 
secure 35~50% votes. This means, if 0.50% Goans vote for him, he is sure to be 
MLA again. Some MLAs win with as low as 0.35% Goans voting for them. Thus with 
less than 0.50% or 7500 people of Goa voting for him, and that too once in five 
years, an MLA can go scot free doing anything and everything. He cares damn for 
remaining 14,92,500 people or 99.5% population. 
 
After Maths, let us turn to Civics. MLAs have mere legislative (Law making) 
function, but they usurp executive (administrative) powers. Our administrative 
set up is lethargic and corrupt. Work remains pending unless palms are greased. 
People are made to approach MLA to seek his personal intervention. MLA prevails 
upon administrative set-up and gets the work of the aggrieved person done. The 
result: the persons become his vote bank even if he rapes Goa. 
 
Next, what are MLAs actually for?  Answer: To enact legislations and systems 
which expedite work of every citizen who may face similar hurdles in future. 
But, if work is done by the administrative set-up without the intervention of 
the MLA, then the MLA will not be able to create his vote bank. Hence all the 
MLAs dislike such ideas.
 
Therefore, a possible solution to Soter’s worry could be to find out how an MLA 
can be prevented from interfering in administration. One such option could be: 
Each contestant furnishes an affidavit (deviation can disqualify him as MLA) 
saying that he would not interfere in administration. He will bring in 
solutions through legislation. He will – again through legislation - set up 
advanced systems in administration like deemed approvals once time limit for 
refusing approval lapses. Levy penalties (like under RTI Act) on government 
servants if they delay work beyond stipulated time etc. This way government 
servant is forced to complete work.
 
Good guys like Remo may furnish the affidavit. What about others? Can Congress 
and BJP be pressurized (through another GBA like uprising) to make affidavit 
compulsory for their candidates? Can Election Commission be approached to 
introduce such an affidavit? Next challenge would be the modalities of 
enforcement in case of non-conformities. All may not happen at one go. But, 
when 0.50% people can jeopardize the future of 99.5% people (a much inferior 
version of democracy) a start to dismantle the anomaly is the need of the 
hour.   
 
Now, lets have a bit of Finance. Imagine the improvement in efficiency of 
administration when over 50,000 government employees are made to work instead 
of only 40 MLAs. We may require 400 or may be 4,000 IITans to match the output 
of 50,000 self-motivated government employees. Budget 2010-11, under the head 
of expenditure, entails salaries of Rs 1150 crore and pension of Rs 510 crore 
to be paid to government servants. Another Rs 130 crore would be spent on 
travel, stationery, rent etc. Capital expenditure on cars, cell phones, 
computers, buildings are not included. Thus, assuming Goa’s population as 15 
lakhs, every person bears a cost of over Rs 12,000/- per year on government 
servants. The quality and quantity of services which we get from government 
administration fall short to justify this cost.
 
Some MLAs bully their way to become ministers. They have executive powers to 
the extent of their portfolios. Innovations are needed to prevent them from 
playing vote bank politics. System based governance can vaporize vote bank 
politics.
 
Politicians work for and yield to only two things: money and votes. Deprive 
them of these drugs and we could have better MPs, MLAs, Corporators and 
Panchas. This is easier said than done, but expressing remedies and pursuing 
chosen remedies must begin.

And the products of Goa's catering college are producing some
amazing/creatively decorated cakes but not sure anyone is holding
classes (other than the catering college, Porvorim).
I think the inspiration should come from our Concani  folk song:

On a recent trip to Anjuna beach I was appalled to see the erosion.  This is 
along the rocky waterfront when one goes straight along the road from Starco.  
A few years ago, I'd walk to the beach along the steep pathway to the left of 
which there was a another nice patch of beach area. As kids, we collected 
shells and pebbles from there.  This beach does not exist anymore.  The huge 
waves are hitting the cliff fiercely and the land is getting eroded very fast - 
one can actually see the gradual dip towards the sea.    God help us is all I 
can say.

(2) Co-Ordinated Cabinet mean for an example: Present Union Telecom Minister 
Raja of the DMK in the Congress coalition at the center would not be 
deciding  the undersell of  3G to his corporate friends and make a lot of 
money between themselves including himself. Here the cabinet would take the 
final decision, therefore no skeletons in the cubboards.


Now for the pertinent question:

When are you filling-up the membership form of the Goa Su-Raj Party?  Why? 
The answer is simple.  Which other party will accept you with the kind of

D’Souza deserves a Booker.


Saby, as he is known among Mumbai’s journalists, had risked his life to
click Pakistani terrorists Ajmal Qasab and Abu Ismail as they went on a
killing spree at the CST Station on November 26, 2008.

On Monday, Special Judge M L Tahaliyani described Saby’s pictures as
‘crucial evidence’ and him as one of the best witnesses as he held Qasab
guilty of murder, criminal conspiracy and waging a war against

Abu Ismail was killed the same night in a skirmish with the police at
Girgaum Chawpatty. Qasab was captured alive.

Nineteen of Saby’s exclusive photographs shot on his Nikon D-200 digital SLR
camera turned out to be clinching ‘documentary evidence’ for the
prosecution.

   Nineteen of Sebastian’s photographs turned out to be clinching evidence
The images told the entire gory tale of that night - brave but poorly
equipped GRP personnel trying to take on the terrorists; a book shop owner
collapsing after being shot; a series of shots of Qasab swaggering across
the station, an automatic in his hand and bulky bag slung on his shoulder;
and pictures of the bloody aftermath, a station littered with bodies.

The photographic evidence was duly corroborated by Saby’s unflinching
testimony against Qasab.

The pictures have since become the face of 26/11 tragedy and have been used
across innumerable newspapers, magazines and television channels, both
national and international.

The baby-faced terrorist had tried his best to discredit Saby. At one point,
he described the photographer as an agent of the Indian government. “Woh
government ke saath mila tha (He was hand-in-glove with the government),”
Qasab had said when confronted with Saby’s pictures.

The special court on Monday, however, held Saby to be one of ‘the best
witnesses’ in the case and appreciated his contribution in building a case
against Qasab. “Other witnesses may have had a glimpse of Qasab, but
D’Souza, Sriram Vernekar (Times of

got a picture of Qasab on the CST foot overbridge) and
Madhukar Zende (the railway announcer who alerted the commuters of the

capture images have been duly considered while accepting D’Souza’s crucial
evidence,” he said.

On hearing the sound of firing inside CST that night, Saby had rushed from
the Mumbai Mirror office at the Times of

the heritage railway station and entered platform no 1
from a small side-entrance.

Unaware of what lay ahead, Saby walked up to platform no 6 and followed the

guy’ of the three sitting in the dock, the photographer with an ever-smiling
face had said chuckling, “How can I forget him? He made me famous.”

re #1: While Samir may have a semi-academic point regarding the
possible  'copyright infringement', I am not sure (except in the case
of one live concert) that any copyright infringement (or even
copyright) was claimed by the tiatrists.

BTW: Youtube is full of audio-video material from films. So, I do not
know why any Third-Party would accuse JoeGoaUK of copyright
infringement. Has he been claiming 1 fish-curry rice with every hit on
his upload?

I also agree that Frederick Noronha should be commended (not that he
will even expect or accept commendation) for his networking and
book-publication work.

I do believe in copyright but I don't believe that JoeGoaUk used the internet 
for commercial purposes' and made money off his postings. I also think we have 
to view this in light of the service that JoeGoaUk does provide, the video 
documenting and photographs he disseminates without any charge. Herald has 
often used his photographs without even given him credit for it, and he has not 
made a hue and cry about it. He has provided his services free of cost when 
Rajan Parrikar needed documentary evidence of vagrancy around Panjim. To hang 
him out to dry now, is not being a good Goan. If tiatrists are being affected 
by his posting of their artistic imput then a simple private warning would have 
sufficed. Afterall, he is available on email even if he is an unknown entity.

Hi Freddy,
In the case of the coastline and the rise in the water-level, it ain't
the Government's fault. They may have woken up late but the water is
already eating up coastal properties.
In fact a group of land-owners in Gonsua-Majorda sold their piece of
land for 3Xcrs (the little bird tells me) because after every monsoon,
they lost about 100 sq mts to the rising water.

I noticed from the days of my childhood in Utordathe distance from
land to water was way long. Maybe its my imagination.

In Betalbatim, there are fork-lifts building walls along the coast
line (a well-known builder known for dating the government) has a
business which may get effected.
On the northern side, if you walk along the Keri beach.well,
you cannot walk from one end, to the other. The sea comes up during
high tide so the beach in effect is divided into two (my observation).

This said, I did ask locals and every one is happily unaware in the
rise of the sea-levels. They couldn't be bothered, they are Goan no?
However, ask anyone in the department of agriculture and the ones in
the know will tell you, the situation is alarming.

Lets not forget the Gomant Lok Pox  and the late Wilfad Antao who
warned the government to stop the leases to the sea-sand miners from
the big neighbouring state to the north; nobody ever did, even my
family doctor from Cansaulim who was the Chief Minister at the time.
So, along the Salcette coast line, its danger because the dunes would
have protected the invading sea are gone.

A few other indicatives: I spoke to a few folks in the fishing
business (folks who run trawlers etc). They all say the sea is
behaving strange. How? Well, for example, in the recent past, they
used lead weights to keep the nets downthey say they've had to
triple the weight because of the strange currents,which are swift and
come unannounced. All this is close to the coast.

I have recently returned from the Southern East coast with a friend
who has been visiting the Pundacherry area for years:  the beach there
is cut in half. Mind you, the area was in the tsunami zone. However,
from the beach to the waterthe gradient is so steep, one could
slide. Literally.

Eroding Goan Coastline

All of a sudden today, the Goa Government has got up from it's Kumbkaran sleep
and is worried about the erosion of Goa's coastline, although more erosion has
been caused by the man-made factors rather than by the natural phenomena's.
Today Goa is on the brink of an environmental disaster due to it's excessive and
open cast mining, hill cutting and land filling which have been intensified
inexorably and due to the silting of our river beds, but our Government has
shown no desire to act against the destructive forces but rather encouraged the
destruction by it's lackluster attitude towards the environment.

The skyline of Doha and Dubai has changed dramatically over the last few
decades. However, nothing compares it to the old days when young Basil
Coutinho, armed with a college degree and backed by the then customary
typing and shorthand diplomas, touched the shore of Doha, some four decades
back. But, there has also been another alarming change which is troubling
the former Goan community leader in Qatar. The number of activities
conducted by Goan community for the Goans in Qatar has shrunk to an all-time
low level.



The upcoming MayBall Queen dance at the Diplomatic Club today (May 6) is a
journey down the memory lane not just for the past MayBall Queens but also
for Basil Coutinho for a different reason. He was the person who first
introduced the MayBall Queen concept in Doha Qatar among the Goan community
way back in 1991, as President of Doha Goans Sports Club.



Devotion, dedication, discipline, honesty and sincerity are some of the
virtues one associates with young Basil Coutinho and to cap it all, he is an
eloquent speaker, who could keep his audience spell bound.

But success and fortune did not come easily for this gifted personality, who
has donned different hats in his life, that of a social worker, community
leader, teacher and a banker.



Early childhood loss of his father at the age of five years meant he was
sent to the Roman Catholic priests of the Don Bosco Brothers who operated
boarding school in Matunga, Mumbai.



The education at Matunga left a deep impact on Basil. He was so impressed by
the way the priests work for humanity and for the uplift of society in India
and elsewhere that he too felt a strong urge to do something for society.

The lessons learnt at Don Bosco Matunga stood him in good stead throughout
his life.

Basil started as a high school teacher at Don Bosco High School in Panjim
teaching for 3 years, besides teaching at Don Bosco Matunga Bombay for a
period of 1 year. Among his student is well known internationally reputed
musician Remo Fernandes, while he was based at Don Bosco Panjim. After 4
years as a teacher, the Gulf bug hit Basil and he touched the Dubai shore in
1970.

In 1971, he was transferred to Doha where he worked with Bank of Oman as
Credit Manager for a period of 3 years.

And when the bank changed its corporate name to Bank of Al Mashreq, he
continued with them for another 20 years as manager.

A brief experiment with business – a partnership one   cost him dearly and
thereafter he joined CommercialBank, where he served in different managerial
positions, till his retirement, three years back.



But his desk job at the Bank did not keep this social conscious individual
tied up to his routine job commitments. He ventured into the social domain
and for social causes which he holds dear to his heart till this date.

He made a plunge to help the scattered Goan community together under one
platform and offering them various social and cultural activities.

A charismatic leader that he was, he took the reins of the community Club
and guided its destiny for many years.

“Goans were the first to establish clubs in Qatar and following our
successful models, other Indian communities followed suit,” recalls Basil.



Looking back at the history of the Goan clubs in Qatar, Errol D’Cruz, a
resident of Mumbai, who spend 12 years in Qatar, says: “Basil Coutinho was
the main architect to keep the Goan Community in a happy, animated mood, and
united with different activities. Even now in his retired age, he is very
much occupied, and involved in promoting social activities. Basil is the man
of masses, his charity work is always remembered by many to whom he reached
out during their difficult days.”



“In 1988, Basil Coutinho was elected unopposed President of Doha Goans
Sports Club, and when he took over the presidentship, within a short period
the shape and the image of the club changed completely, membership increased
from 30 to 415, and subsequently continued to increase.

Those early days are still remembered as Doha Goans Sports Club ecelled in
conducting various fun filled activities which brought laurels to the club
and which were of interest to the Goans and Indian coummity in general,
under the dynamic leadership of Mr. Basil,” said Ambrosio Dias, former
General Secretary of Doha Goans Sports Club.

Basil was instrumental in starting the Goan Community MayQueen Ball in 1991
and the Goans had cricket, volleyball and football teams competing in
different competitions.



“Different activities were introduced such as cultural, sports, and social.
First time in the history of the club and in the Goan Community May Queen
Ball was organized in hotel Sheraton on 9th May 1991, with great enthusiasm,
with live band, which attracted over one thousand people. That was a great
event,” recalls Basil.



Goans also were happy to witness several competitions and fun events during
Basil’s tenure.

countrys wealth and prosperity and deposited that wealth in swiss banks 
in their illegal personal accounts a sum of about $ 1500 billion (around
Rs.70/- or Rs.70 Lakh crores). Yes, 70 lakhs crores rupees 
of India are lying in Switzerland banks. This is the highest amount 
lying outside any country, from amongst 180 countries of the world, no 
wonder India is the champion of Black Money. This huge amount has been 
appropriated from the people of India by exploiting and betraying them.


Due to international pressure, Swiss govt. agreed to disclose the names 
of the account holders only if the respective Governments formally asked 
for it. Indian/UPA govt. is not asking for the details. no marks for 
guessing why 


Indian people have read and have known about these facts. But the 
helpless people have neither time nor inclination to do anything in the 
matter.

I must say, I love Godfrey for his criticism but the way he put things 
was a little offensive to my ear but very, very, much motivating. I 
believe that the problem is ours and hence we should be the ones who 
solve it, and not the East Indian. Thank you, Godfrey, I believe that it 
motivated even me as a Goan to step up and do something that will save 
our Goa. But what we all lack is the bit of courage to do what is right. 
We should all step up and do what is right. On my part, I do the minimum 
that is required, I too lack a nut which would be due to fear. We all 
need support. The ones who dare are truly courageous. I’m sure we Goans, 
although insulted will be motivated by Godfrey’s speech.

We all seem to be squabbling like brats in reaction to the 'bloody 
letter'...let's take the letter and wash it of all its blood and yes, 
after the blood and flesh are removed, we have the skeleton and yep, the 
structure is there, it's there for all to see, it's happening, no matter 
how we might tend to look the other side...we can't take offence at the 
structure, though of course, the dressing was offensive…we have to do 
something about it...we have to come together, join forces and work 
towards a better Goa...that would be the appropriate  slap  in the face 
of the East Indian who had the effrontery to poke fun of the ‘sushegad’ 
nature and customs of our people…bring about the desired change, instead 
of childishly pointing a finger to his background…c’mon, grow up! That’s 
the way the ‘previous’ Goans would react, we are the ‘new’ Goans…a 
mature lot…let’s come together and douse the flames on our own 
land…let’s fight evil, but in the process, when we band together, we 
have to remain cautious that we never don on an eviler robe than our 
ghastly politicians…we should not be like the pigs in ‘Animal Farm’, who 
turned ‘man’ out for his evil ways, only to get eviler….let’s appreciate 
the East Indian for his letter, for his biting truth, for his daring and 
most of all for getting us out of our comfort zones...let’s  appreciate 
Cecil for being a loyal Goan and jumping on behalf of us all at being 
pinched in the butt…but most importantly, who’s going to bell the cat? 
Any takers! Work out a strategy that will work and not fizzle out 
once the pain in the butt has lost its sting, then it’s victory forever 
to the East Indian….so see ya out there in action guys…save Goa, the 
ladies and the children…the ball is now in your court…good luck!!!

Celebrities are supposed to be role models for other citizens. Unfortunately
for whatever reason we find som of them giving filthy advice like boycotting
elections.

I agree that no matter what our local icons say, we as the educated citizens
should not refrain from voting. If we keep out, political parties depend on
people who make money out of elections. Once elected, the parties are only
answerable to such people by way of doling out more perks.

Starting a new party may not work in the current circumstance. Other parties
have a strong base built already. Supporting a fresh new party would be like
voting for someone who will not win thereby wasting a vote.

It would be in the interest of Goa that we support the party that we think
has performed relatively much better.

[Goanet] Mining companies stage coup, mines Netravali Wildlife sanctuary buffer zone

Mining companies has staged comprehensive coup in Goa. The most glaring 
example of this fact is supplied through the past two days of relentless
 ore transportation going on in zero kilometer buffer zone of the 
Netravali Wildlife Sanctuary in Bhati village of Sanguem taluka in the 
survey numbers 11/0 and 24/0.

The department of Mines and Geology
 actually carried on the raid on this site and even sealed the machinery
 on April 16, 2010. The transportation of ore then had stopped. However 
after a fortnight things have changed. Transportation of ore resumed on 
May 03, 2010 with around 20 trucks plying on the site. This continued in
 a major part of the day on May 04, 2010 till young man Martin Fernandes
 who was to get married four days later was crushed to death under 
mining ore truck in Sanguem and public then closed all the roads for 
mining trucks. The roads are still closed for mining trucks today.

On
 May 04, 2010 Dilip Hegde, President of Goenchea Xetkaracho Ekvott (GXE)
 and myself - Sebastian Rodrigues, Convenor of Goa Federation of Mines 
Affected People (GOAMAP) met up with Mr. Lolienkar, Director of Mines 
and Geology, in its Panjim office brought this issue to his notice. He 
was abrasive this time. He declared that mining transportation of ore is
 legal as Department is receiving royalty from the Chowgule Mining 
company.

When he was asked as to why it premises was raided on 
April 16, 2010 director had no satisfactory answer to offer. Obviously 
there is something very fishy in the whole episode and it needs some 
deeper probe.

But one thing that stand clear is that lot of brief
 cases has exchanged hands for something as brazen as this to take place
 over the past few weeks. Its time we visualize scenarios to free the 
state of Goa from the state of emergency imposed by mining companies. 
This can only be done by imposing state of emergency on mining 
companies. The change towards liberation will herald then.

In the
 meanwhile please write as many letters of protest to Mr. Jairam Ramesh,
 Minister for Environment and Forest, Government of India, New Delhi 
protesting the mining activities withing zero kilometer buffer zone of
