1. In his last try the public key had an UTF-8 BOM at the beginning
and only a CR as line ending (this is against the OpenPGP standard)
2. I assume he's not part of this list (so I've added him to CC now -
it happened now a couple of times (also me) that we forgot to add the
sender to CC)

version of GPG Keychain Access (GKA) are you using? Can you check in GKA
settings which key server are you using?
