Modern, but the sleeves look vaguely 1890s-ish to me.

Agree with that call.
My mom's weddding dress was a Rettingcoat / Rettingote (sp) style dress with
the under dress styled exactly like theirs. It's heavy satin and lace insertion.
The overcoat is cathedreal length and the sleeves cut a little smaller with
lace inserts.
She was married in 1940. I have the dress I didn't wear it,but I did prevent it
from becoming my sisters kid's dress up toy.

I agree, 30's, raglan sleeve era and those nip tucks under the boobage. But
really now, velvet? Sigh. This would hang so much better with bias cut bridal
silk.

Think: end of WWII, Big Bands, Hollywood glamour.

You are looking at probably mid to late 1930s. Possibly a transition
 dress.
May or may not have shoulder pads.

Well, there are velvets and velvets--some are pretty slinky.  I have a dress
that belonged to my husband's grandmother, very similar to this one, in maroon
velvet, but the dress itself has the sleeves (raglan, I think, but not this
exaggerated), and there is a gold flower at the neckline.

Not really any more accurate than any historical patterns from the big
companies, but classic 30s.

There was a huge vogue for 'medieval-esque' dresses in the 30s that could
have fitted quite happily in earlier periods (in terms of some design
features).

They were largely made in velvet, a dead giveaway.

The pattern is not trying to be medievaloid. It's very Hollywood starlette.

I'd guess the 1880's aesthetic dress fad: romantic Victorian
