Hopefully this kills the majority of the script kiddies who have no
idea what they're doing (smadmintakeover; maniadmintakeover; the file
upload exploit, etc). Even if clients are still able to abuse packets
sent to and from the server like was stated by AzuiSleet, it still
shouldn't be prevalent as these were.

We'll just see how they do it. If they take one option I am thinking of
(used in L4D2 for certain things) it will block the plugins when you are on
someone else's server. Starting a listen server will let them be activated.

A required update for Team Fortress 2 is now available.  Please run 
hldsupdatetool to receive it.  The specific changes include:

Added new community weapons and hats.
Updated CP_Gorge
   - Added nobuilds to the awnings outside BLU's forward spawn to preventing 
players building up there.
   - More clip work and model collision work based on community feedback.
   - Fixed BLU forward spawn door appearing through roof.
Updated PLR_Pipeline
   - Added new stairwell in Stage 1 and window access to both teams' platforms 
by main choke point to help alleviate stalemates.
   - Reverted the starting position for the cart in Stage 3 if a team had won 
the first 2 stages to where you no longer get a big cart-start-position 
advantage.
   - Fixed rare cases where stage would break when cart had no nearby capper(s).
   - Fixed carts not always moving to their starting locations correctly.
   - Fixed respawn times in Stage 3 not being set to the proper values.
   - Fixed the map not finishing correctly in Stage 3 if the two teams capture 
the final point at the same time.
Removed sv_showhitboxes to avoid players confusing it with the method by which

I am up and running fine. Have you tried adding -verify_all to the update
command line to verify the update is complete?

Make sure you are near a computer in the expect timeframe? Most of these 
updates come in when I am out and about, and nothing gets updated until I get 
back.

I just happen to catch the email when it came. I'm usually a few hours
behind on updating anyway. And this time, I got screwed, even though I was
on-time.

Going back and running the updates with verify_all did solve the problems I
was having, permanently added that command my update scripts. :)
