Hate to thread necro, but has anyone found a solution to temp bans not
expiring on time? Id really prefer to not have to write my own ban system.

If you want the bans to stick you have to re-exec the ban files each
mapchange...sometimes. It seems to depend. I'm not sure what exactly it
depends on, but give it a shot.
Add to server.cfg:
exec banned_user.cfg
exec banned_ip.cfg
