My guess is a typical French user is likely to have all (or most) of
their software in French. Therefore it is best to match the conventions
for that language.
A Catalan user is more likely to have applications in a variety of
languages so the situation is different.

VirtualStudio on Windows instead of mingw. Don't know what difference
that makes...
