Hi,
Yes, you can run multiple Top-Secret and multiple RACF environments in a single
SYSPLEX.
For multiple RACF environments it is best not to do SYSPLEX DATASHARING - just
remember you need to REFRESH manually on all systems after change.
Commands issued from TOP-SECRET systems via MVS ROUTE

No.
Dumb question: the one you should have asked but didn't.
Can I expect to find BPXWDYN in any typical z/OS shop,
I attended a presentation today at IBM and there was a bit talk about a
new binary optimizer called Optimus. At the moment it is for COBOL only
but in the future will support C/C++ and PL/1. It basically scans an old
module and creates a new one replacing the old instructions with new
ones
You might to wish to post this to the IMS List as well. They may have more
insight on DataPacker.
If your VSAM dataset is an IMS database, then there might be other
considerations. IMS Compression for example.
Use this link to join
IMS
Does it produce an ASM cross-reference listing, similar to COBOL?
Now we're on a Z13, there's an awful lot of code that was compiled on Z10
or even earlier hardware using older compilers. Could be less risky than
recompiling. Also wonder why it would care what compiler produced the
module.

On the original question of how to pick up changes to TCPIP.DATA you need to
refresh your resolver with a modify command.
I’m assuming this is a z/OS system as you don’t say in your question.
With the default resolver:
F RESOLVER,REFRESH
Or with your own customised resolver:
