Excellent suggestions. I would add that many organizations seem to have 
one or more "hardware" people who are supposed to look after the driver 
(firmware) updates, Coupling Facility configurations and levels (including 
memory requirements), and Server Time Protocol configurations, as 
examples. The Upgrade Workflow should includes steps that somebody else 
might need to take to make sure you're ready for z/OS 2.4 (and Parallel 
Sysplex) in terms of the underlying system characteristics. And one of the 
many nice things about the Upgrade Workflow is that you can assign steps 
to different people and cross-check everyone's work.

Nothing real magical about it.  First requirement is to make sure that all the 
required co-existence maintenance is applied and ACTIVE on all members of the 
sysplex.   Then, assuming you have alternate sysres set, and everything is 
indirectly cataloged, you should be able to IPL one system at a time operating 
in a mixed mode.   How fast you migrate is your call, but we migrate our 
production lpars over a period of about 6 weeks, and prior to that the upgrade 
has been in our sandbox and DEV environments for a few months help shake out 
unexpected events.

Use the z/OS workflow for migration.

See the z/OS 2.4 documentation for ZOS/MF. It will point you to a GITHUB 
repository that the workflow can be downloaded from.
IBM has in the past published "Migration" manuals. As of z/OS 2.4, the 
"Migration" manuals will no longer be published.
Historically, this has been divided into:
(A)Things to do before the 1st IPL of (new zos level)
(B)Things to do at implementation
(C)Things to do post-implementation.

The basic design of a sysplex has the requirement that anything can run 
anywhere within the sysplex. Many installations do not use this philosophy and 
have various sub-divisions of the concept.

That being said, there is nothing special about this process.
Step1 - Install compatibility/fallback maintenance on your existing system  (A)
Step2 - Upgrade all ISV products to the necessary support level (A)
Step3 - Perform the pre-implementation tasks. These are described in the 
Migration/Workflow as "Things to do before the 1st IPL of (new zos level) (A)
Step4 - Upgrade 1 LPAR to the new level, validate and place into production (B)
Wash, rinse, repeat.
Step5 - Cleanup/Finalize. (C)
Step6 - Exploit new function   (C)
