Ok, just for grins, lets try this: Go into 'Single Object Operations' for the CPC in question. Console Actions -> Network Diagnostic Information -> Ping tab. PING the address of the HMC you were trying to use as the sysplex time NTP Time Server. See if that SE can successfully ping that hm
