Walter, in that scenario you would probably stick to TRANSACTION if you're
satisfied with the way that region is currently managed by the transactions

I believe that to be correct: I've noticed both CICS and WAS address spaces
starting as SERVER=NO and transitioning to SERVER=YES once transactions have
started executing. And I've seen them transition back to SERVER=NO too.

We have other tasks defined with the same SrvClass CIC_AORP and they are always
set to
SERVER YES. Does it have anything to do with the actual work load being done by
the task?

Most likely the level of activity within the region.
Server status, IIRC, is set by the monitored transactions flowing through the
region.
Check the WLM Planning Guide, or the relevant CICS docs.
