Hi Tim I was able to confirm that we were hearing two different stations this morning.   I've got CNR1 //981 on my recording.  Yours may very well be CNR11.  I don't recognize the language, so I can't help there. The song at about 1217 sounds like something you might hear on the Marshall

Certainly nowhere near Victoria standards, but some marginal audio showed up on 531 kHz here at 0440. There is a SeaTac airport TIS on 530 which may account for some of the male voice, but the female audio seemed to be definitely on 531, and nulling toward Europe. Don't know if this wispy
