Text that is embedded in an image, such as a stop sign, would not be read.

What version of JAWS? You need to have the document open in Adobe, then
remember that the convenient OCR keystrokes are:
Insert+Spacebar
Release to hear a click sound
Press the letter O
release
Press the letter D

That seems a bit vague, even to me. Do you bring up the file list in the
"Open" dialog

the pdf file.
the acuracy of the text depends on how much video errors there are in the
scanned image.

window opens.
The particular pdf does contain images and print. Would that make a

After opening the "empty" pdf, hit JAWSKey+spacebar followed by "od"
(without the quotes).
This invokes the OCR document scan. It will
