at least in this version of Firefox.
I found nothing in the program or a web search to show any provision for
saving a website shortcut to the Desktop.

It appears that the only way to create a website shortcut for Firefox is to
create a new shortcut on the desktop,
and paste the URL for that site into the shortcut.
Keep in mind this shortcut will only work if Firefox is your default
browser.

typing it up! This is done with Jaws 16 thru J2018 latest and Windows 7.
Note: If you have the file path of the browser already pasted into a text
file, and also the website's URL you're creating the shortcut
