hello there;
I haven't used outlook2003 
in quite some time,
however, perhaps this would work to add attachment,

1, ctrl+n=new message,
put in the necessary information,
now while in the body of the message,
alt+n/a/f
this places you in the file name edit box, 
if your using windows 7, just shift+tab, two times,you will land into the
username my documents folder.

In MS Office 2003 to do an attachment other then the copy and paste option to 
the body of an email try:
Once in the body of an email
1. Alt + I
2. Arrow up to file or down to file
3. Press enter
4. Skip file name and tab to until look in combo box ...
5. Press space bar
6. Select drive\folder
7. Tab to list view
8. Arrow down and until you highlight file you want to attach
9. Press enter and it will be attached to the body of your email

navigate to where the document is,
do not enter on it, just copy to clipboard,
now go to your outlook2013,
new message, put the necessary information, recipient,
subjectline,
now tab to the body of the message, now paste contents from clipboard,
you should see your attached file.
this works for all versions of outlook.

Hi, you know when I do this at work where we have Outlook 2010 that happens.
When I do that at home with Outlook 2003 it just gets pasted into the body
