The maintainer seems to be active.
The last release was released 6 days ago, 1 day before this request was
submitted.
Even if the plugin is up for adoption, it would be great to get his
explicit confirmation in this thread or in
https://github.com/jenkinsci/prometheus-plugin/pull/61
