Well, it turns out that you need ppp multilink fragment delay 500 on the Cisco side to keep mutilink negotiation alive, otherwise the Cisco switches to non-ML PPP when only one T1 is up, while Juniper does not... Michael Wilson brought this to my attention, and the juniper manual also shows it :)

So, I had four MX 480 AC power supplies, across two totally different and unrelated routers, all four of them have fan failures reported by JunOS. These fans failed within a span of 6 months. The old fans are definitely bad. On any given power supply, one of the two fans are seized. Maybe both.
