Would it be possible for you to do a reverse kernel bisection?
First, find the first -rc kernel works and the last -rc kernel doesn’t
work from http://kernel.ubuntu.com/~kernel-ppa/mainline/
Then,
$ sudo apt build-dep linux
$ git clone git://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.
Installed this kernel, but unfortunately is the same. I tried also with
different network for eth0 and wlan0. I can establish SSL to the eth0
IP, but not to wlan0.
Also checked the linux-image-5.3.0-1011-raspi2 from your post in this page:

Can you please install powertop and run `powertop --auto-tune` under MX
linux? I guess the issue will start to appear after doing so.

SRU Justification
Impact:
The upstream process for stable tree updates is quite similar
in scope to the Ubuntu SRU process, e.g., each patch has to
demonstrably fix a bug, and each patch is vetted by upstream
by originating either directly

it's not present on MX Linux 19 (based on Debian 10) with kernel

I seriously wonder if it's not systemd that is problematic.
