I run Ubuntu 19.04 on Dell inspiron 7000 2-in-1.
After a fresh install the touchpad doesn't work, the touchscreen doesn't
work, when the laptop doesn't recover after a suspend to RAM, it boots
only with noapic option. The laptop is very recent, I think the hardware
is not

I can confirm now, that Kernel 5.3.0-19 is also affected by this
problem.

drivers should be the right solution for a regression introduced as a

mouse (both touchpad and trackpoint) stopped moving. External USB mouse works.
