Having found a way to reliably reproduce the issue I vaguely understand
what is happening.
The kernel psmouse driver probes the TouchPad, reognizes it as a
Synaptic touchpad, and performs Synaptic-specific initialization. This
happens regardless of whether the TouchPad is switched off in the BIOS

Uninstalling the nvidia binary driver (367.57) and moving back to
Nouveau "fixed" the problem for me. The reproducibility of this problem
seems to dependent on the nvidia video card model, as I have another
workstation with another nvidia card model and the other one had no
issue with the boot
Kernel v4.10-rc3 does not boot up for me. Now I've also tested with
acpi=off. Neither v4.10-rc3 nor v4.8.0-34 boots up with acpi=off.
Perhaps my case does not fit in this bug report. It's probably not the
same problem as renm's, although the symptoms are similar.

Have this issue also with latest mainline kernel (4.9). Firmware is
recent.
Issues only occurring during resume, so I guess a driver issue, though I
cannot spot it.
If suspend via console (pm-suspend)or GUI makes no difference. Resume is
done via keypress or power button.

Ah, a notable difference between the hardware spec of the test servers
and the real servers:
The test server is on a test machine which has a graphics board
