We can confirm that this issue still persists as of 4.4.0-103-generic

It only happens on a soft reboot, i.e. 'sudo reboot'.

That's not the first time the kernel folks have done that. They do it in
the crypto subsystem to hide messages that folks would want to see and

I was able to boot into ubuntu using recover mode (modeset listed in
line beginning with 'linux' after choosing advanced ubuntu in grub menu)
ran apport as requested in email sent to me after creating ticket.

I installed trisquel_7.0_amd64.iso
The touchpad works.
I have includes devices under trisquel, with the touchpad below:
I: Bus=0011 Vendor=0002 Product=0007 Version=01b1
N: Name="SynPS/2 Synaptics TouchPad"
P: Phys=isa0060/serio1/input0
S: Sysfs=/devices/platform/i8042/serio1/input/input6
