Kernel 4.15.0-24 fixed the issue on Bionic and Xenial. The fix also
available in the kernel 4.18-rc1
Indeed, the issue has been fixed in kernel version 4.15.0-24.26. Great

I built Artful and Bionic test kernels with a revert of commit dc911f5bd8aa.
The test kernel can be downloaded from:
http://kernel.ubuntu.com/~jsalisbury/lp1773520
Can you test this kernel and see if it resolves this bug?
Note about installing test kernels:

Hi Joseph,
Kernel 4.17-rc7 still has the same issue, been digging though and have
found a possible cause
(Ignore the name of the bug...)

This came from the following post on a Manjaro forum
Also possible candidate for the patch:

Did this issue start happening after an update/upgrade? Was there a
prior kernel version where you were not having this particular problem?
Would it be possible for you to test the latest upstream kernel? Refer
to https://wiki.ubuntu.com/KernelMainlineBuilds . Please test the latest
v4.17
The above is collected with the newer kernel which is showing the odd
behaviour
