Gretchen Allgeier taught knotted needlelace and oya construction at the Hasbrouck Heights IOLI convention. She was even able to teach it left- handed (that may not matter to you, but it sure did matter to me!). She used to own the shop Beggar's Lace in Colorado, so maybe the current owner know
