As part of improving the workflow of creating new wikis and making sure
they are created faster, I'm proposing new wikis creations done by
sysadmins with default config only. No timezone, no logo, no extra
configurations.
That would reduce the wiki creation burden from sysadmins so we can get

period to a predictable time of two hours, I guess it's OK, but are time
zone and logo really the problem? These two particular things are so simple
that even I know how to update them :) (although I almost never *actually*

It is to make it basically automated to make the init config patch which
you could in paper immediately create the wiki right after. That's the
biggest difference.
