The instantfpc package wasn´t localized when 1.0 was branched. So if one choose
other IDE language, it will be mixed with english. For a 1.0 version, IMHO,
will look odd.

From what I can see those two units are heavily related to
COM/ActiveX/OLE. As COM support is platform dependant to Windows (let's
forget about XPCOM here) there was no need to implement such units in
Delphi. Also FPC's COM support only improved in FPC 2.6.0 and trunk...
