I think I know the problem. Those entries that failed to work had
space, comma, space, comma, then the county name and state name. That
meant that USA would have been one field too many, so it wasn't added.
I am afraid if I use "find and replace" to replace the two space +
commas, I will mess some
For whatever reason (I suspect oddly placed commas, etc.) that did not
work for many of my locations. Quite possibly I did not do it

Bring up the Master Location List. On the far right click Options then
Expand/Contract Location Parts.
On the right you will see a way to Add "USA" to all locations. Legacy is smart
enough to not add them if you have another country name listed.
