There is no ability in Legacy to export the marriage list to a .csv file
at this time. There is a suggestion entered to implement this but there
is no information on when or if it will be added to Legacy.

if you are using another program, the problem may be with that program.
The gedcom should have the information they didn't marry in it if you've
checked the box that they didn't marry but to be absolutely sure, make the
Marriage Status

All relationships will be in the Marriage list. That is shortcut for
Marriage/Relationship just like the Marriage Information screen is where
you enter whether a couple married or not.
Whether a partner is entered or unknown, all relationships where either
partner or child is entered
As my mother would say, when the blood got back to my brain I finally
understood what was happening. I deleted the marriage link and that got rid of
that marriage. But, when I had Legacy renumber the MRINs it moved a “ghost”
marriage into the number I had just cleared. So, I have now started

This is NOT a bug.
It's just 'leftover' data in most cases.
There are many ways these 'ghost' marriages are created and they stay in
Legacy until you delete them.
Why, because Legacy knows it isnt as smart as you are,
and never assumes that just because you are removing a spouse or child
