That's what I do, also. I specifically don't include a County because a
Registration District often span
If you want to add locations that are not linked to people you can use
the Add button on the Master Location List screen.
View > Master Lists > Location.
To find your unlinked people:
Search > Find > Miscellaneous Tab
There is an option there to find unlinked individuals.
