after some more thinking and investigating:
I haven't found anything in the standard that limits the size of a frame
to the page of its anchor. However, applications do this. So indeed
something is required for the standard that specifies the limitation,
which is actually done.
I forgot to mention, that the feature that Miklos proposes can handle a
situation when there's nothing on a given page, except for an
intermediate part of this frame; in this case, a text box substituting
this part of the frame would have no anchor opportunity, except for "to
page", which
