Testing this, I realised I have to install https://extensions.libreoffice.org/en/extensions/show/vero-verificador-ortografico-e-hifenizador-em-portugues-do-brasil After installing the pt-br Vero extension, I see the problem: Strom. lib. II. is marked as footnote 4 on page 2. I would like to highlight the following steps to reproduce the problem: 1. Open the file. 2. The problem is with the footnote on the 2nd page. 3. Oddly, select the footnote marking, cut and paste in the same place. The problem "disappears". 4. Reload the file. 5. On the 2nd page, the problem persists. I think the length of the document makes reproducing quite hard, so it would be better, if you managed to create a minimal example with only a few pages.
