I have a SLES 15 SP4 installed on a model 27. The lsblk command reports 20.6 GB
capacity and the OS (more or less a default installation on an ext4 filesystem)
uses 41% of the capacity.Hope that helps.

the setup looks fine and reflects in principle what I run (including the
/dev and /dev/shm mounts). I fear you're facing a different issue.

few years ago when I was
trying to configure the systemd service for the UPS for my server box at
home.
Anyway, with systemd you are actually discouraged from maintaining a
separate /usr filesystem, details here:

your parmfile
s390-netdevice/choose_networktype=qeth \
s390-netdevice/qeth/choose=0.0.0350-0.0.0351-0.0.0352 \
s390-netdevice/qeth/layer2=true
plus the generic netcfg/* stuff and you should be good...
