From a USB standpoint there isn't a whole lot the em28xx driver could do wrong. It's an isoc device, and perhaps it's not clearing it's bandwidth reservation after streaming is done, but even in that case it shouldn't prevent a disk from working since those are typically bulk devices. After all I am almost 100% sure it is em28xx (USB-interface driver used) or/and USB-bus related issue. Likely it will happen for other em28xx devices too. But as I do not have enough knowledge about that area I cannot do much for fixing it. 290e locking issue
