For Beamer presentations in LyX, you would use Edit > Start New Environment (...), where ... should be the name of the environment in which the cursor currently sits. Encore merci. Assuming you want your changes to apply throughout the document, not
just on one slide, you can change bullets by changing the beamer
templates for them. I'm attaching a small example.
Do you have the Beamer manual (beameruserguide.pdf, available from
CTAN)? You can find answers to questions like this in it.

For questions like this, could you please send minimal example files?
This makes it the easiest for someone to just open your .lyx file and
see if they have the same problem.
