The ENG character is not properly representable with most PostScript fonts
(one of five affected glyphs, see LaTeX Companion, p. 417).
LaTeX's standard font (cm) has it, Palatino (used by tufte-handout) doesn't,
that's why you get the black ink blob.
Workaround: force using the tipa font by
a.) inserting \textipa{N} or \textipa{\ng} in ERT
b.) Insert-Special Characters-Phonetic Symbols (or Ctrl-Alt-P) to get to
TIPA-mode and then insert N. This has the advantage of instant preview and
automatic loading of the tipa package.

composing the planned Low-Saxon texts with phonetical explanation...

BTW of course it should also work with the encoding utf8. This is a bug I have just fixed for 1.5.7 and 1.6.0. Jürgen

It really works fine and automatically with IPA-Unicode input and
output!

OK, I'm still on LyX 1.5.6. But without utf8 as encoding in Document
| Settings | Language it works indeed. Thank you for that hint!That's
phantastic and might finally convince me to switch to LyX also for
composing the planned Low-Saxon texts with phonetical explanation...
BTW, the fact of easiest (undeclared and unconfigured) use of IPA-
Unicode should be more flashly, apparitionally presented as LyX
feature, impeding people like me of making indirections and endless
seeking how to achieve it.
Well, for switching I have to transform/permut/interpret the layout
and tipographic features of the \documentclass{tufte-handout}, with
wich I had LaTeXed the draft of the project until the problem of IPA-
input & -output came over me, into LyX-settings.
OT:
BTW (2), I find the document class "tufte-layout" worth to be
transformed into a LyX document class, style or template - for the
time being I did not find a way to import the sample-handout into Lyx.
