I have no trouble with having the startup directory (in a shortcut) be
different than the lyx bin directory, and the open dialog indeed starts in
the desired startup directory.  Make sure you PATH contains the lyx
bin directory.

True, the browser window will still open somewhere else.. the point is 
that you can simply ignore the browse-button and type the name of the 
.bib-file... you don't have to give the full path.

So if you have the file myDatabase.bib somewhere in the path specified in 
BIBINPUTS, you can just type 'myDatabase' and press the Add-button. You 
don't have to specify the full path, nor do you have to use the browse 
button to find it.

When I click on one of the browse-buttons in the dialog BibTex, it opens 
the browser dialog for the directory from which Lyx was started... so 
try starting lyx from another directory, i.e. from the directory where you 
have your .bib-files.

Here's another way though to make it easier to find the .bib-files:

and set the variables: $BIBINPUTS and $BSTINPUTS

This way, you never have to browse directly to the .bib-files, but 
instead you can just type their name since the $BIBINPUTS is properly.
