I started researching this after sending my reply. I was unable to get lines
as a navigation option either. I have also read where others have reported
the same. I apologize for steering you wrong with my answer, but I figured
it would work since it seems to work

I read some information that if you do a 1 finger swipe down, IBooks will
read line by line. This is not happening for me, the document simply starts
reading again from the beginning. Is there any way to navigate a pdf in
IBooks except than page by page?
