For now, I installed TWC (The Weather Channel) and enabled severe weather
alerts for my home city. I'll let you know if that is at all helpful after we
have one of our inevitable severe weather situations this spring.

U.S., and that have been recommended by VoiceOver users. One of them is iMap
Weather Radio, as Sarah suggested. The other is Weather Alert USA. At one

Yes, iMap Weather Radio definitely woke me up a few times both for flood
warnings and high winds. I have this set to also monitor my father's location,
so I've had alerts for both areas, including during the period of Hurricane
Sandy.
