Yes, you can create another user with the system in a different language. Just
add a new user, then open a session for that user and change the system
language in System Preferences.

when quitting an application? If so, check that box. Its been a while since
I’ve used Lion so, I can’t recall if this option is in that exact spot.

If your chats are in separate tabs in one window then command-right
arrow will flip between them. The only downside is it doesn't tell you
which one you just landed in so you have to navigate back up to the top
of the window to get the window title. Probably a shortcut for that.
