The term “layout” is not correct. The layout is unchanged. What changes is how you are navigating the Safari window. It does not matter if you have QuickNab on or off, because the keyboard commands you are using are regular VO commands. The command VO + Fn + Left Arrow, should move your VO

Interesting that I was able to navigate the page even as it said 90% loaded on Big Sur. One thing you can try is to disable JavaScript, often in webpages that have constant animation moving elements around, the extra time required for the browser to tell VOiceOver that something has moved
