I am signed into my iCloud account. My payment information is updated and all

Yes, these verification dialogs can be frustrating and if you are running an
older operating system even non-intuitive, though I don’t remember exactly how.

When you are again signed in, you can look either with arrows, item chooser or
a find command for buy. When you find it, click and it should ask if you're
sure you want to buy that app. When you confirm, it should start automatically

If your touch is linked to your itunes account, simply go to the store in
itunes, search for what you want, once you find it, hit get and when its
downloaded sync your Touch and your app will appear.
