The earlier discussion had to do with the behavior of the NumberRow keys when
holding down the Fn key, not the behavior of the TouchBar.

Actually, holding down the Fn key in combination with the VO modifier, and then
pressing a NumberRow key, will perform VoiceOver functions that correspond with
the respective F-key for that vO function. Holding down the Fn key alone, and
then pressing a NumberRow key does not do anything.

Yes, that is correct. If you are in a place where function keys will work, then
FN plus a number key will serve as a function key E.g. FN-2 will act like F2.
