As for your two questions:

It may take some time but, eventually all of the compatible apps that were
stored in your iCloud backup will be downloaded to your new device. If not,
you can always manually re-download them.

getting a braille display that has the capacity to read PDF files and braille
files so I want something that I can just pop in there. I don’t want to screw

I looked at the xs max today and I have to admit it's not a bad size
