Adding items to the Dock is not a problem using CTRL + CMD + Shift + T. Launching Dock items can be done by placing VoiceOver focus on a Dock item, and pressing the Enter key. The problem is opening and accessing the Shortcut menu for Dock items. Currently this can not be done in Big Sur 11.1.

As I stated in my earlier post, Catalina has been out for a year, and is really quite stable for the most part. For anyone not already on Catalina, I would suggest upgrading to Catalina, and then give it awhile before upgrading to Big Sur. This way you will give the bug-hunters awhile
