I think this might be machine specific. I've restarted my MBP a number of
times now, and VO comes up at the log on screen with no issues.

Over starting without issue and also with no mention of additional windows.
I previously had Lion on all three machines and have only performed a straight

It should still be in system preferences under the users and groups setting.
Choose the log in options group and click the lock to enable making changes.
Then there'll be a check box to have voiceover start at the login screen.

else would have the problem. Since it doesn't seem to have another dialogue
once logged in, I have just ignored it as a weird glitch or something. But, it
would be better if it wasn't there at all.

Thanks, folks. I had forgotten that the login options were in a list and I kept
missing it. I checked the box and tried logging back in, and it works.
As far as I'm aware, VO-f5 simply describes the item in the VO cursor.
