As a side-note, I must say that the strftimedatetimeshort format seems
to be rather misnamed, considering that it's not in any way a short
version of the strftimedatetime format (at least in the en.utf8
language).

When an uploaded file is renamed to a filename consisting of spaces
only, this is accepted but misbehaves.
Steps to reproduce:
1) Log in as administrator.
2) Go to Administration - Configure site - Site files.
3) Upload a file.
4) Click on the pencil icon to the right of the

The original bug affects me too - I find it inconsistent that:
1) the Details links on different files in a File(s) to download
block do different things; and
2) for an image, there are two Details links on two pages which do
different things even though they have the same label.

For testing:
There are two site options under General settings where the feature
can be turned on and custom licenses allowed/forbidden; a new admin page
Licenses; institution settings whether licenses are mandatory and
selecting the default license; and a user setting selecting the default
PS - the logging information does include events for beginning of
masquerading session (patch 1940 adds this event type), so the
masquerading session report just summarises those events from the log.
