Just want to report success using this method. Microsoft Outlook.com
Deliverability Support wanted proof that the IP was recently assigned to me
from my network provider. Once that was done, they "applied mitigations".

After some time, you get an SRX ticket number, followed by an automated 
reply. If that says your IP has not been mitigated, reply with some 
details (e.g. I usually explain what the server is about and what my 
contact data is), and a human will look into it, and normally mitigate 
the IP address.

You are right -- I tested to an @hotmail.com account and the message did
indeed end up in the spam folder.

Do you have a link to this? Since my email is delivered I don't have an NDR
to reference. And it's unclear to me when I find stuff online from
Microsoft whether it applies to Office365 or Outlook.com. For example, the
page at
https://learn.microsoft.com/en-ca/Exchange/mail-flow-best-practices/non-delivery-reports-in-exchange-online/non-delivery-reports-in-exchange-online#run-non-delivery-report-diagnostics
appears to be for Outlook.com, but the NDR diagnostics referenced are for
365 admins only. Confusing!

Closest I've found is

I had the same effect on one of my IPs recently, but by filling in the 
Outlook unblocking form, had the status reset within 2-3 days.

74.207.245.70/32, however weirdly every test I've done to actual Office365
addresses works fine. It bothers me that SNDS still reports this

I have no detailed knowledge of what the current system structure is, but
seven years back I was one of the people maintaining blocking lists  for
O365.  

At that time, there was a variety of lists that the system consulted, some of
which were maintained by somebody with root access and vi (or emacs, according
to taste).  At least two of those could result in a "banned sender" response.
The humans responding to delist request would have no idea that these lists
even existed, let alone how to check them.

Adding that to the generally stochastic response of the architecture as it was
back then made diagnosing some delivery failures an adventure.  I imagine it
still is, but in new and different ways.

I went to that form, entered the info, got the confirmation email,
and then when I do step 3 to unblock, it says:

Please refer to the email message you received from Microsoft and follow 
the steps it suggests.


I had done these steps several times (with the same results) several 
days ago, but stopped when

the "forward" stopped getting responses.

Reading between the lines, I think the response to the forward is a 
standard "click here"

message without any actual investigation, and just takes you to that link.

Thanks to a helpful message from Hetzner, I signed up for Microsoft SNDS.

According to SNDS my IP address is not blocked, but is "Junked due to 
user complaints or other evidence of spamming"


I still get

550 5.7.511
Access denied, banned sender[50.116.29.164]

every time I send to a Microsoft Outlook address.
I forward the bounce, as instructed, get the "we will respond in 24 
hours" response, but then nothing.


My server is very small, just my wife and I, and we do not spam ever. 
The "junked" is due to someone else in a close by IP address.


I don't have enough information to open a ticket, I think. Any 
suggestions for a next step?
