I have expierenced that same problem on a several Windows NT workstation
4.0 computer.
I did'nt find out exactly why this is happening but I found a Workarround.
I tried using the custom install and installed MIPRO in several steps.
First program files only and then the rest.

The cosmetic layer is in the MapInfo default "projection" : lon/lat in
degrees not bounded. (see the discussion on internal precision way back) And
there is nothing to do about it.

Quick suggestion - check Layer B. It needs to be converted to regions.
1) Set the layer editable.
2) Select All from the layer.
3) Objects-Convert to Regions.
Now try the queries, they should work fine.
