Don't you realize that far-right and authoritarian governments are 
utilizing the Corona Virus pandemic as a cover for repression and the 
strengthening of a police and survaillance state? Have you heard about 
Orban, Modi, various African governments, etc.?!


It is important to have an international outlook to issues and not to 
look at everything only from a U.S. perspective. The world does not 
circle around the U.S. - and from now on even less than before!

Sally Aiken, the president of the National Association of Medical 
Examiners, called the allegation “ridiculous.”


“Death certificates are basically federal, and each state has a public 
health division that answers to the [U.S. Centers for Disease Control 
and Prevention] for death certification,” Aiken, the Spokane County, 
Washington, medical examiner, told us in an email. “For all practical 
purposes death certification is directed by the feds, via health 
departments.”


Contrary to the Facebook posts, Aiken said, “Medical Examiners and 
Coroners certify hundreds to thousands of deaths each year, using 
investigation, autopsies, and medical tests as required, and do not 
choose a ‘default diagnosis’ such as COVID-19.”


Aiken pointed out that CDC offers guidance to public health officials 
on the certification of COVID-19 deaths. The latest guidance was 
issued April 2.


“If COVID–19 played a role in the death, this condition should be 
specified on the death certificate. In many cases, it is likely that 
it will be the [underlying cause of death], as it can lead to various 
life-threatening conditions, such as pneumonia and acute respiratory 
distress syndrome (ARDS),” the guidance says. “In these cases, 
COVID-19 should be reported on the lowest line used in Part I with the 
other conditions to which it gave rise listed on the lines above it.”

I can only hope that at least some critics would show a bit more 
sensivity for the extraordinary conditions of repression particularly in 
many African countries (but also others). The army is on the streets, 
killing people and so on. African comrades in the slums are living in 
much more difficult conditions than those in North America or Western 
Europe.


But even in Europe conditions are becoming more repressive: yesterday 
the Austrian government announced a ban for all public meetings, 
demonstrations etc. at least until the end of June. Similar developments 
are taking place in other countries. (Who could have seen this coming?!)


It is also noticable that yesterday the EU defence ministers had a video 
conference to coordinate the role of the military in the current crisis.

I fear that some of the people who expressed their outrage about my post 
are much less outraged about the banning of public assemblies and 
demonstrations. They probably even support such banning! This is the

Unfortunately, I suspect the silence today is due to a frantic search for 
something that can be construed as evidence in support of the debunked hoax. It 
wouldn’t be the first time we’ve seen that happen; the Syrian catastrophe led 
many folks down a path from which they couldn’t return, since doing so would 
have required a more radical and embarrassing reversal than some folks are up 
to. I suppose we should have anticipated that COVID-19 would also have some 
political casualties, over and above the medical ones.

I would like to draw the attention of readers to the following. Comrades 
from South Africa just informed me that the government forced social 
media groups to post following message:


"Mandate To All Residents. Tonight  12 ( midnight) onwards Disaster 
Management Act has been implemented across the country. According to 
this update, apart from the Govt department no other citizen is allowed 
to post any update or share any forward related to Coronavirus and it 
being punishable offence.

Group Admins are requested to post the above update and inform the groups."

This has gone viral as it suggests that the capitalist government of ANC 
and Stalinist CP plans to suppress that anyone except itself is allowed 
to talk about the COVID-19 issue. (Indeed one TV station already 
interpretated it that way.) All this takes place in the context of the 
reactionary lockdown which the government has imposed for 21 days. As 
soon as I know more I will update comrades.


In any case it demonstrates once more that COVID-19 is a perfect cover 
for global counterrevolutionary offensive.

The COVID-19 pandemic is certainly a significant health crisis. However, things 
have to be seen in context. The influenza epidemics in the past decades have 
caused 290,000-650,000 death each year, without provoking any major political 
initiative by the ruling class. [2] The overall all-cause

about 152,000 deaths in Europe alone! [3] The Swine Flu Pandemic in 2009 has

currently experiencing must have different causes.

This is a powerful confirmation of the RCIT’s analysis that the mass lock down 
of the population in other countries is not a necessary instrument to fight 
against the COVID-19 epidemic but is rather politically motivated.

that were listed earlier or because the governments didn't properly prepare 
with tests and health care worker equipment?

Some more examples for the increasing militarization. And the lockdown 
is here to stay for some time. And after it, many police state measures 
will remain in place.


Comrades, who support the lockdown, should ask themselves:

How long shall the lockdown last or when do you think it is no longer 
legitimate to support it?


We will surely agree that the Corona Virus will not disappear in a few 
weeks. Influenza, HIV etc. have also not disappeared. So when it is 
legitimate to lockdown whole people now, it would be logically to 
support specific police state, surveillance measures also in the future. 
Don’t you fear that supporting such policy objectively results in 
support for suppression of democratic rights?


And I can not refrain from pointing out that it seems inconsistent to me 
that people did not support draconic measures like the present when 
other epidemic took place (or other dangerous things like tobacco or 
alcohol which also claims many lives every year), but now suddenly all 
these police state measures seem to be legitimate?!

thanks for thoughtful reply (as it is always even if I do not always 
agree with your arguments).


Obviously my medical knowledge is minimal – in particular compared with 
these scientists. I just can reproduce what they – respectively the 
editors of the scientific journal which published this study – give as 
the conclusion of their study:


“As of 29 February 2020 there were 79,394 confirmed cases and 2,838 
deaths from COVID-19 in mainland China. Of these, 48,557 cases and 2,169 
deaths occurred in the epicenter, Wuhan. A key public health priority 
during the emergence of a novel pathogen is estimating clinical 
severity, which requires properly adjusting for the case ascertainment 
rate and the delay between symptoms onset and death. Using public and 
published information, we estimate that the overall symptomatic case 
fatality risk (the probability of dying after developing symptoms) of 
COVID-19 in Wuhan was 1.4% (0.9–2.1%), which is substantially lower than 
both the corresponding crude or naïve confirmed case fatality risk 
(2,169/48,557 = 4.5%) and the approximator1 of deaths/ deaths + 
recoveries (2,169/2,169 + 17,572 = 11%) as of 29 February 2020. Compared 
to those aged 30–59 years, those aged below 30 and above 59 years were 
0.6 (0.3–1.1) and 5.1 (4.2–6.1) times more likely to die after 
developing symptoms. The risk of symptomatic infection increased with 
age (for example, at ~4% per year among adults aged 30–60 years).“


You are of course right to point out that the Modi government is 
terrorizing the Kashmir people with and without COVID-19. I just wanted 
to point out that India, Algeria and Chile are actual and very obvious 
examples where the regimes utilize COVID-19 in order to paralyze and 
attack ongoing mass movements. Do people think that these are the only 
governments in the world who have political considerations in utilizing 
COVID-19?! Could it not be the case that the governments in the 
imperialist states are doing the same? Not all of them are clowns and 
idiots like Trump and Johnson. Some are pretty smart and capable 
representatives of the “ideal total capitalist”! (like Xi, Macron and 
Merkel)

1) The overtly fascist Modi government has long attacked even any
semblance of opposition in Kashmir. It does not need the COVID 19 excuse;

which broadly I agree with - so you know this.

2) Algeria - like Chile - yes there may be national variations.

3) Your article linked to below is of marked interest. It is a letter -
which does go through a peer review process, but in my experience is
usually not quite as 'sharp'.
Nonetheless, thank you for alerting us to this.
There are a couple of things about this that, however, warrant a close
reading. It does not show what superficially may be thought to show: "
fatality rate was much lower in Wuhan".

Coronavirus response. Despite the massive threat posed by the pandemic,
Boris Johnson isn't doing what’s needed to support our health workers as
they confront this crisis. This is doubly alarming given that our NHS is
going into action following a decade of under-funding, under-staffing, and
undermining from Conservative-led governments.


That’s why a new petition putting *six key demands* to the government has
just been launched. The demands are:

1.*Covid-19 testing and personal protective equipment (PPE) must be
available for all NHS and social care staff now*

2.*Those relying on social care (or ‘Direct Payments’) must be given
immediate support if carers go sick *

3.*NHS support staff (including those outsourced) must receive at least
living wage, paid sick leave for illness or self-isolation and an increase
in statutory sick pay *

4.*Bring private health resources into public service without

6.*An immediate end to legislation enforcing eligibility checks and

coronavirus and 13 had died including the brave Dr. Li Wenliang who first
brought the disease to the attention of the authorities, for which he was
severely reprimanded. It is vital that all health and social care staff
coming into contact with patients have the best possible protection. This
must include PPE as outlined in the current guidance from the DHSC, but in
addition, staff must also be given the choice of wearing FFP masks as an
alternative to FRSM. Solving problems of production and distribution
together with provision of fit testing must be speedily resolved by NHS
England with the support of government.

However, as far as I know you also have political differences with the 
bourgeois government of South Korea. While you agree with their 
abolition of mass gatherings, you critizise their failure to lockdown 
people as Xi, Macron and Sanchez are doing. I would prefer if you 
critizise the Korean government from the left and not from the right!


By the way: While I am writing these lines, a comrade from UK sent me an 
article from "The Times" reflecting the drastic developments of 
militarization in the imperialist metropolises which are going on under 
the pretext of fighting COVID-19.

An article by Sarah Newey in the Telegraph cites several factors, including 
high rates of air pollution in northern Italy, high rates of smoking, and the 
high proportion of old people (Italy has the second oldest population in the 
world, and 87 percent of deaths are patients over 70 years old).

Staffing levels in hospitals are inadequate.

But there is also an issue in recording the cause of death.  In Italy all who 
die in hospital with the virus are assumed to be dying as a result of the 
virus, though most of them also have at least one other disease.

I was just checking the latest mortality statistics. According to the site
below, the mortality rate of those counted is a massive 8.3% in Italy,
while it's a minuscule 0.28% in Germany. Presumably a large part of that
difference is due to Italy having missed thousands of cases, thus having
reduced the total number. But that massive of a difference? Does anybody
have any idea how to explain it?

Look, it really should not be so difficult to understand.

We think that the main line of struggle against the COVID-19 epidemic 
should be a massive expansion of the health care system in order to do 
mass and free testing, to care about those infected, hospitalize those 
who need it, etc. Clearly this needs mass pressure, mass actions etc to 
force the ruling class to do this, to force the capitalists to pay for 
it, etc.


The response from the ruling classes, in general, is different: their 
first line of defense is militarization. This is the policy from the 
regimes in Beijing, Paris, Madrid, Rome, Vienna, and soon other 
countries too: Lock the people up, restrict freedom of movement, 
surveillance, etc. Of course they support also some forms of health care 
but much less, more expansive, with less and costly testing, etc. Surely 
this extreme state of emergency can not go on forever as it is bad for 
the economy. But they need some time now to implement a new form of 
state bonaparist regime with less democratic rights (in those countries 
where such exist). After they have implemented the most important 
draconic measures they will relax some conditions with some 
normalization of social life. But they will certainly try to retain a 
number of these militarization measures.


The reformist bureaucracy fully supports the militarization policy (see

It was never my intention to push anyone to go on the street. Every one
shall be free to stay home. People who want to lock themselves up should
do so.

Sounding like a anti-vaxxer now. Everyone needs to distance or it doesn't work!

This virus has shown to be more contagious, live longer on surfaces and the air 
and be more deadly (many of those hospitalized are in their 20s and 30s and 
lose lung capacity).

China appears to have gotten over the hump, the idea that we shouldn't do the 
same is ridiculous, not to mention the same selfishness of not vaccinating 
involved in thinking its ok for those who don't want to stay inside to go out 
and risk everyone else's health.

I certainly accept that several comrades participating in this 
discussion (mostly living in North America) have a different point of view.


I am also aware that the pressure of the public opinion is currently 
extremely strong. Many modern Marxists have looked with ridicule to the 
European social democrats who wavered in summer 1914. But they could not 
imagine the immense pressure of public opinion which existed at that 
time (and which was shared and supported, by the way, by most scientists).


As a result, many of the left (who have a radical point of view about … 
what should have been done in 1914 when they were not born) share the 
idea today that this time really we should accept being imprisoned at 
home and not fight against the ruling class. This time, the rulers 
surely will not lie because they also want to fight the pandemic.


“But many scientists support this!” Is it really the case that 
scientists are above classes and class interests? Is it really the case 
that all scientists support mass lock down? Well, everyone with some 
interest in the issue can see that this is not the case. I for my side 
listen to my comrades with medical knowledge. And, fortunately, I have 
also the chance to hear about the political discussions from my comrades 
in very different countries – from South Korea to Mexico and from 
Britain to Kenya. This allows me having a better understanding about 
global discussions (and not only those in the imperialist West).


It was never my intention to push anyone to go on the street. Every one 
shall be free to stay home. People who want to lock themselves up should 
do so. It is just annoying to hear self-proclaimed Marxists supporting 
the measures of the ruling class to forbid anyone to fight on the 
streets as it happened until very recently in France, Chile, and many 
other countries. And all this at a moment when a new 1929 takes place 
before our eyes! (And is it really accidental that the bourgeoisie 
imposes these measures at exactly the same time as we have a new 1929?! 
Is no one suspicious about the timing?! And this from people who 
consider themselves as intellectuals and academics!)


Allow me to predict that the bourgeoisie will say for quite some time 
that there should be no mass demonstrations. Surely, only for health 
risks reason. And, guess what, there will be a number of scientists who 
will support this. Guess who pays them?! And during all this time, when 
we are locked up for weeks and months, they will advance their 
counter-revolutionary agenda (from austerity to surveillance etc.)


So when will you support mass actions again? Probably when most of the 
left will do so. Because than it would be not “sectarian” to call for 
this. And when will the left call for mass action? Probably when 
Sanders, Corbyn etc. think it is OK. Because than it would be not 
“sectarian” for them to call for this. And when will Sanders and Corbyn ….


Finally, the South Koreans demonstrated that it is possible to fight the 
COVID-19 epidemic with mass and free testing, with free health care, 
with basic rules for hygiene but without mass lock down. I am sure that 
the virus in South Korea is not less aggressive and transmittable than 
in the U.S.! South Korea succeeded in this DESPITE a reactionary 
evangelic cult which (deliberately or reckless) spread the virus as much 
as possible. The acts of such a criminal cult made it even more 
difficult for South Korea to fight the epidemic (the cult leader, a 
self-proclaimed brother of Jesus, told his supporters not to cooperate 
with the health service and not to tell them where they had been, i.e. 
whom they might have infected). Why do comrades still claim that the 
reactionary lock down policy is TINA (“There Is No Alternative”)? If 
comrades support the lock down policy, they should at least not also 
lock down their brain!

May be I am too suspicious but my impression is that the capitalists are 
using now the COVID-19 crisis to sack hundreds of thousands if not 
millions of people and to cut wages. At least this is what has is 
happening just now in Europe. I don't believe the US capitalists are 
better. How do you want to fights against this under the conditions of 
mass lock down?


And, again I might be too suspicious, but all the reports about the 
massive expansion of the survaillance and police state might be also 
difficult to stop without mass protests.


Obviously people from risk groups might prefer not to participate in 
such street protests in such times. But shall all people now refrain 
from fighting for their rights?!

When I look out on the absence of mass demonstrations in the streets today,
it looks precisely like the absence of mass demonstrations in the streets
before the pandemic hit.  There are other reasons we don't have large
numbers in the street than the distancing brought on by the pandemic.

Building a movement is part of a process.  Take this time of isolation to
read a book and discuss it online.  And/or hold online classes.  Make and
retain contacts for the future.  There's much productive to be done in the
here and now that will be useful in the future, particularly with a work
force that will be wiser, angrier, and hopefully more ready to take to the
streets..

What will not be useful at this point is getting those willing to gather in
large groups disproportionately infected or putting them in a position to
get their family, friends and coworkers sick.

Dear Louis,

you might have misunderstood want I meant (or I expressed myself badly).

1) Obviously no one should feel obligated to go on the streets. Everyone 
should be free to stay home. It is necessary to employ a service for 
people who stay at home. Naturally, we are also in favour of quarantin 
meassures for people who are infected (in addition to mass and free 
testing etc.).


2) In general it is important to take precautions on health issues. But 
this has been also the case in all the last years when there were 
influenza epidemic. As you certainly know this has also caused many 
vicitims. (152,000 in Europe in the saison 2017/18 alone) Did anyone 
call for a mass lockdown at that time? Of course, not!


3) How shall we fight for a better health care system? By staying home? 
Hardly! No, by mass actions. For this people (those without health 
risks) need to gon on the streets.


4) Finally, do you really think the rulers in China, Europe, etc. impose 
mass lockdowns and ban demonstrations because they are concerned about 
health? If so, why did they not do it in all the years before when 
influenza struck?! Don't you think that there is a connection between 
the policy of mass lockdown, the current economic slump (which is of 
1929-33 proportions) and the fact that the world has seen the largest 
rise of mass protests in 2019 - at least since 1945?! (See for this our

Well, this is not South Korea here in NYC. I am fucking 75 years old 
and had bronchitis lasting a month last October. If it was up to me, 
there would be a strict curfew after 8pm. The rules being enforced 
right now are not an impediment to workers militias or a general 
strike. Instead, it is the backwardness of the working-class. Maybe 
the economic collapse and the realization that pandemics are a product 
of capitalist contradictions will change that but in the meantime, I 
want to live and write until I croak about 10 years from 
now--hopefully in my sleep.

First, I have to say that I am not sufficiently informed about the 
situation in South Africa.


In general, for our analysis and perspective on the COVID-19 crisis I

In short, South Korea has certainly dealt best with the crisis and 
without a mass lock down. Mass and free testing and health care is crucial.


I also want to point out that militant sectors of the working class and 
youth don’t accept the bourgeois atomization approach (i.e. “social 
distancing”). The French Yellow Vests and the Chilean protestors both 
demonstrated (and clashed with the police) in the last days despite the 
government forbidding this - using the COVID-19 as a pretext.

I understand that sectors of the rulering class want people to stay home 
and to forbid mass assemblies. We saw this in China and now in Europe

But it is - I use a diplomatic formulation and try to be an English - 
irritating to read such calls for "social distancing" and "stay home" in

class enemy! Sure, those who fear mass unrests want us to stay home with 
the worst economic slump taking place just now. But we also should want 
this?! Surely not!


I can only appeal to comrades not to spread such reactionary nonsense. 
The ruling class has already sufficient access to world of media. They 
really don't need our help!

I don't understand why you compare the Pentagon money for the YPG with 
the budget for the whole Turkish army?


Anyway, most of the time in the last 5 years, the YPG did not fight with 
the Turkish army (except for a short period each in Afrin resp. in the 
border region of Northeast Syria). Most time they served the U.S. 
imperialists in eastern Syria in the struggle against Daesh and others. 
It is a myth that the YPG/SDF is mainly fighting against Turkey.

As Ioannis commented, this is too abstract. If the character of states 
is "fluid", it is not really a character. Of course, the character can 
change under specific conditions but these are rather exceptions and do 
not take place permanently. Likewise, the character of classes does not 
change permanently. This is the whole point about scientific 
characterizations! Otherwise, we arrive to a post-modern approach where 
everything changes, nothing is clear!


Well, "siding with workers etc." is fine. But in the real world there 
are conflicts between states. Sometimes, Marxists side with some, 
sometimes they do not. Marxists defended the USSR against imperialists. 
Likewise they defended colonial or semi-colonial countries against 
imperialists. In 1991 and 2003 we defended Iraq (despite the bourgeois 
dictatorship of Sadam Hussein) against US imperialism. Today, we would 
would defend Iran against a similar attack.


On the other hand, we don't side with China or Russia against the US.

In short, clear class characterizations are important for political tactics.

Saying only that we are "siding with workers" evades a central question 
of political tactics in the real world.

What about siding with workers, peasants, women, environmentalists, 
youth and all others who toil against the depradations of elites 
everywhere - including here in Africa where they often get material 
support from Western imperialism and from Chinese and Russian 
subimperialism alike.

FOR MANY Westerners, the mention of mass-protest movements conjures 
images of long-haired youth demonstrating against the Vietnam war in 
1968, or the toppling of the Berlin Wall in 1989. But the world has 
experienced more political uprisings in the past few years than ever 
before. In 2019 alone there were protests on every continent and across 
114 countries—from Hong Kong to Haiti, Bolivia to Britain.


Such unrest is part of a growing trend, according to a new report by 
researchers at the Center of Strategic and International Studies (CSIS), 
a Washington-based think-tank. Using data from the Global Database of 
Events, Language, and Tone—a repository of news articles—Samuel Brannen, 
Christian Haig and Katherine Schmidt found that the number of mass 
protests globally has increased by 11.5% per year, on average, since 
2009. (Mass protests are defined as civilian anti-government protests, 
regardless of size, and excluding riots and protests against non-state 
entities). Even after adjusting for population growth, the authors 
reckon that the number of demonstrators who have taken to the streets in 
recent years exceeds that of either the anti-Vietnam War movement or the 
Civil Rights movement.


Recent protests, despite their large numbers, seem more disparate than 
those of the past. Many share similar themes—including slow economic 
growth, climate change and government corruption—but are sparked by 
local events. In Hong Kong protests triggered by a bill allowing 
criminal suspects to be extradited to mainland China spiralled into a 
broader struggle against the Chinese government’s influence. In Chile 
demonstrations fuelled by a modest rise in subway fares broadened into 
anger about inequality and the cost of living. Results have been mixed. 
Some have brought about changes in government; others have been met with 
brutal repression.


Smartphones and social media have revolutionised the way in which 
demonstrations are organised, advertised and sustained. (Many 
governments, including those of India, Pakistan, Syria and Turkey, have 
responded to unrest by shutting down the internet.) Such tools also aid 
the spread of information, both real and fake, deepening existing 
political divides. None of these conditions are likely to change soon. 
Mass protests have existed for centuries. But their increased frequency 
may be here to stay.

Naturally this is a broad and complex subject. We have dealt with 
various theoretical aspects of this issue somewhere else (see the links 
I provided in previous emails on the discussion about "sub-imperialism".


At this point I just want to point out two issues concerning the 
concrete application of the theory of sub-imperialism.

First, I would like to clarify that it was not my intention to make a 
vulgar slur against all supporters of the theory of sub-imperialism.


I think that it is wrong for reasons elaborated in the essay to which I 
provided a link (see also chapter 4 in the book "Anti-Imperialism in the 
Age of Great Power Rivalry",

However, I am fully aware that comrades like Patrick Bond and others are 
serious thinkers and while I disagree with them on this issue, I had no 
intention denigrate them.


However, I think that the wrong theory of sub-imperialism opens the road 
(or provide a justification) for those like Callinicos/IST (and the same 
is true for the Australian GLW) to justify their abstentionism in the 
Syrian civil war by referring to Turkey's so-called sub-imperialism. In 
my opinion, Callinicos is just more consistent than others in 
designating all possible states around the world as "sub-imperialist" 
because they supposedly follow (or did follow in the past) an 
"aggressive foreign policy". In short, when it comes to draw political 
consequences - and I have emphasized this in various books and pamphlets 
- the theory of sub-imperialism opens the door to replace a Marxist 
class characterization of states with a bourgeois-liberal one. This was 
the idea behind my brief remark on Callinicos's article on Turkey yesterday.

Sub-imperialism is a valid and important concept. Callinicos is right that it 
was introduced by Marini with regard to Brazil, and it has been extended by 
Patrick Bond and others to South Africa. In the Middle East it might well apply 
to Iran and Turkey. As I read him, Marini regards a state as sub-imperialist if 
it is not imperialist on the world scale (it remains exploited by the 
imperialist powers) but plays an imperialist-like role regionally.
Callinicos has abused the term by applying it over-widely and ignoring the 
“sub” aspect. His tendency, for example, labeled Argentina sub-imperialist in 
order to avoid taking sides against Britain in the Malvinas/Falklands war in 
1982. In effect the IST treated the war as an inter-imperialist conflict. They 
seem to be doing the same to avoid taking the side of Turkey against Russia, to 
the extent that for his own reasons and for the moment Erdogan is defending the 
remnants of the Syrian democratic revolution.
The RKOB is right about Callinicos. But his misuse of the term doesn’t mean 
that sub-imperialism has to be confusing.

This article is a good example of the weaknesses of Callinicos resp. the 
IST:


1) Anglo-Saxon empirisim without taking clear positions.

2) Subscribing to confusing theories like that of "sub-imperialism" 
(which in the case of Turkey is a wellcome pretext for refusing to 
support the rebels/Turkish army against Russian imperialism and Assad 
the Butcher.) As we pointed out somewhere else, Callinicos/IST 
characterize quiet a number of countries as "sub-imperialist": "/Israel,

There are several problems with the reply of Chris Slee.

1) He seems not to be able to differentiate between the U.S. and Turkey. 
Marxists differentiate between imperialist and non-imperialist states. 
The U.S. is – until now – the biggest Great Power in the world. Turkey 
is not even imperialist. And even if one subscribes to the idea of 
“sub-imperialism” there is still a qualitative difference between the 
U.S. and Turkey. Unfortunately Chris Slee / SA /GLW have replaced 
Marxism with the petty-bourgeois YPG outlook according to which Turkey 
is the worst enemy in the region.


2) Chris Slee says that the YPG/SDF “receives some aid from the US”. 
This is an extraordinary diplomatic description of the fact that this 
organization receives annually several hundreds of millions of US-Dollar 
since several years! None of the Syrian rebel factions – even not the 
most corrupted ones – has received such regular paid sums until now!


3) Add to this that the YPG/SDF occupies large areas with Arab majority 
population, i.e. it is a reactionary occupation force in the service of 
the U.S.


4) We have repeatedly said (and denounced) that some rebel factions act 
as mercenaries for Turkey (like those in Afrin or Northeast Syria). This 
is because they are paid and fight under the command of Turkey – like 
the YPG does for U.S. imperialism.


5) The situation in Idlib has been different. Turkey (and its allies) 
have orientated towards deals with Russian imperialism (Astana and 
Sochi). The majority of the rebels controlling Idlib have refused this. 
This is why the war continues. Yes, this can change in the future. But 
it is not the situation until now. Turkey has not intervened into the 
war in Idlib until one or two weeks ago. To say that they are 
controlling the situation in Idlib would be a cynical caricature of the 
reality. They have just now intervened for the first time in the 
fighting in Nayrab.


In conclusion, one can not exclude the possibility that in the future 
the situation might change. The alliance of Turkey and Russia could 
break down, an open and full warfare between Turkey and Russia/Assad 
could start (i.e. not only sporadic clashes as it is now) and in such a 
situation the majority of the rebels could subordinate themselves under 
the Turkish command. As we have said in the past, if such a fundamental 
turn in the situation takes place, revolutionary tactics have also to 
change.


However, I consider such a possibility as unlikely. I think this could 
only take place if the U.S. would be willing to fully support 
(economically, financially, military, etc.) Turkey against Russia and 
hence there would be a realignment between Ankara and Washington. There 
are no serious indications for this as it would mean a complete turn in 
the U.S. strategy for the Middle East. But, as I said, it can not be 
excluded.


In any case, Marxists don’t take position on the basis of speculations 
about possible developments in the future but on the basis of the real 
relation of class forces today. And the reality today is that the YPG 
serves since years under the command and with the money of U.S. 
imperialism and occupies in their service large parts of non-Kurdish 
land. In contrast, the Syrian rebels fight a just war to defend their 
people against the Assad and Russian imperialism. They have done so for 
many years and despite the Turkish-Russian deals of Sochi and Astana.

If he were to apply the same logic to Idlib province, he would say that Turkey 
controls most of Idlib, and that the rebels there are mercenaries for Turkey.

Turkey has aided rebel groups in Idlib since 2011.  It began stationing troops 
there in 2017.  But this has increased dramatically recently.

According to the Syrian Observatory for Human Rights, 2,850 Turkish trucks and 
military vehicles crossed into Syrian territory between February 2 and February 
24.  7,600 Turkish troops deployed to Idlib and Aleppo provinces.  The number 
of Turkish military posts rose to 43:

This greatly exceeds the US presence in northeastern Syria.  Yet Probsting still talks of 
"the popular uprising in Syria", presumably referring to the rebels in Idlib.  
The fact that these rebels are allied with Turkey against Assad does not lead him to call 
them mercenaries.

The fact that a group receives outside aid does not automatically make it a
