Looking for someone to tell me rough estimates for “total cost of ownership” …

is free to use, however you can pay to host media with them if you choose
to for $10/month. They have client software for windows & linux, and also
sell media players
We almost exclusively use BrightSigns for serving video. Solid.

We've had good luck with Xibo.
I know several museums are using Scala with success as well.
I don't have personal experience with Brightsign, but I've heard it's an
effective solution.

It hits most/all of your requirements. We use the BrightAuthor CMS. Ease of
use is subjective of course. It can be a little challenging to schedule
multiple files to the screens. We manage 5 screens and are pushing video
regularly.

SMP-WEBDUO players to manage the content for the last 4 years, but we’re
getting to a point where the hardware is starting to show its age.
