Okay I think I figured it out
It is the EGR valve- It has obviously been spewing out lots of black crap
(oil vapour and soot by the looks of it) from the little vent hole on
it... the one thats on the atmospheric side of the actuator diaphragm.

The 99 E-Class is a significantly safer car. It has side and head
curtain airbags. Stability Control was optional and is very desirable.
Check for rust on the upper front spring mounts. They gooped it up so
it is hard to detect. That's a $1500 fix and is a common failure
point.

I've owned three of those. They're a nice driver, with a more substantial
(Audi-like) feel than other VWs of the era. I never paid more than $1100
for any of them. And, that was back nearly 15 years ago.
A tdi engine coupled to a VW Fox five speed would make for a really nice
commuter.

The trunk emblems (300D and 2.5TURBO) on the 1990 ARE made of chrome-looking
plastic, held on with double-sided adhesive. The 1983 SD has chrome plated
pot metal, held on by pins into plastic retainers.
I'm pretty sure that most of the trunk emblems since at least 1990 are
plastic.
